Se è la politica a non capire che il civismo non basta



Prima di consegnare l'Italia a un “governo civico” bisognerebbe capire cos'è la società civile e in cosa, questa, è migliore della politica. O forse, come propone qualcuno, andrebbero invertiti gli elementi del discorso.

Dunque, cos'è la politica e in cosa è migliore della società civile? Ma se in un momento tanto delicato come questo è importante porsi domande, ancora di più è necessario trovare risposte adeguate. Di risposte chiare per ora se ne sono sentite poche, però ci sono uomini e gruppi di persone che si impegnano per trovarle.

È successo in Lombardia per esempio, dove il centrosinistra ha deciso di aprirsi alla società civile chiedendo ad Umberto Ambrosoli, avvocato penalista senza tessera di partito in tasca, di candidarsi alla presidenza della Regione. È successo quando Mario Monti, premier uscente a capo di una coalizione composta dalla maggior parte dei partiti presenti in parlamento ha dato vita a Scelta Civica. Altro soggetto civico, anzi, "civicissimo" è Fare per Fermare il Declino, che tra le sue fila conta professori, economisti, imprenditori e giornalisti. E Rivoluzione Civile non presentava forse al suo interno una cospicua fetta di nomi provenienti dalla società civile?

Una tale invasione civica in questo paese non si vedeva da tempo, almeno da un ventennio, per l'esattezza dal momento in cui Silvio Berlusconi, antesignano di quel civismo al quale oggi tanto si oppone, diede vita a Forza Italia candidandosi a guidare il Paese con un soggetto politico estraneo alle logiche dei vecchi partiti. Dunque, trovare una risposta alle domande iniziali diventa ancora più difficile perché sembra proprio che politica e società civile siano una il proseguo dell'altra o, se si preferisce, una la benzina dell'altra. Ad alzare lo sguardo oltre gli accadimenti strettamente contingenti si potrebbe dire che la società italiana diventa civile solo quando la politica diventa platealmente incivile.

Così è successo dopo la crisi della prima repubblica con la nascita e l'affermazione di Forza Italia e così accade oggi con il Movimento 5 Stelle che diventa il primo partito del Paese. Viene spontaneo chiedersi però dove fosse la società civile, così come la intendiamo oggi, prima della forte crisi degli anni novanta e ancora mentre la seconda repubblica dopo i piccoli e faticosi passi iniziali si alzava in piedi per correre verso gli anni duemila.

Dove erano i paladini del rinnovamento e della trasparenza mentre l'Italia accumulava debito pubblico o mentre gli eletti, con il loro comportamento, delegittimavano le Istituzioni? A sentire come parlano oggi non sembra possibile pensare che i veri difensori del bene comune e della buona politica fossero impegnati nel perseguimento dei propri interessi personali proprio mentre i partiti compivano le peggiori nefandezze. Dov'era allora questa contiguità tra politica e società civile che oggi sembra diventata l'elemento imprescindibile di legittimazione per chiunque si candidi ad assumere ruoli di responsabilità per il governo del Paese?

È certamente vero che i partiti non si sono sforzati di tendere l'orecchio fuori dai Palazzi per farsi suggerire la strada da intraprendere ma pare altrettanto evidente che dal “Paese reale” non si siano alzati cori roboanti che chiedevano insistentemente udienza.

Intendiamoci, non si prova in queste righe a difendere la condizione tautologicamente indifendibile di quei partiti che hanno gravissime colpe nel proprio mancato rinnovamento, nella mancata formazione della nuova classe dirigente e nella chiarissima incapacità di saper leggere e comprendere i drammi di un Paese che necessitava di risposte strutturali; si prova solo a cercare risposte che non si limitino alla sterile attribuzione manichea delle responsabilità in un momento tanto difficile.

Forse la soluzione non sta solo nell'estraneità alla politica come ha dimostrato la sconfitta del centrosinistra in Lombardia. Umberto Ambrosoli era esterno alla politica dei partiti e ha improntato la campagna elettorale proprio sull'assoluta libertà dalle logiche di questi ma nonostante tutto non ha vinto, anzi è stato sconfitto da Roberto Maroni, l'ex ministro Roberto Maroni, il Segretario di partito Roberto Maroni, il candidato che ha puntato sulla sua esperienza politico-amministrativa l'azione di convincimento degli elettori. Colui che è riuscito nella sua impresa nonostante il centrodestra lombardo si trovasse in una situazione che aveva da tempo oltrepassato i confini della tragicommedia. Siamo sicuri dunque che la strada giusta per il futuro della politica sia esclusivamente quella dell'apertura incondizionata alla società civile?

Bisognerebbe prendere in considerazione la possibilità che la vera sconfitta della politica si stia consumando proprio in queste ore, proprio mentre prende piede l'atteso rito del toto ministri di un possibile governo Bersani. Saviano, Gabanelli, nomi rispettabilissimi di persone che nel fare il loro lavoro hanno dimostrato coraggio, capacità e passione, nomi che meritano enorme rispetto e che certamente svolgeranno il loro dovere nel migliore dei modi continuando a fare i loro mestieri, mestieri fondamentali che incidono quotidianamente sulla vita delle persone, proprio come dovrebbe fare la politica. Ma per governare e per fare politiche, perché sono le politiche i binari sui quali si fa correre un Paese, questo non basta.

Non basta l'innocenza aprioristica della società civile, non bastano le competenze e le intelligenze dei suoi esponenti migliori, serve una visione del futuro e un metodo chiaro e condiviso per poterla perseguire. La conditio sine qua non per avere una visione chiara è un'identità chiara, e il luogo nel quale è possibile lavorare a questo progetto rimangono i partiti, partiti nuovi che dovranno trovare nel rapporto di contiguità con la società civile il polso del Paese ma che non dovranno unicamente delegare a questa l'espressione dei nomi di chi andrà a occupare ruoli di estrema responsabilità.

E se la politica da sola non sarà capace di capire che svuotandosi e delegittimandosi ancora più di quanto sia già accaduto danneggia il Paese, la società avrà la possibilità di dimostrarsi veramente civile nel cercare di farglielo capire, magari chiedendo a questa di assumersi le sue responsabilità fino in fondo. Il prezzo da pagare, lo sappiamo tutti, è molto alto ma solo ripartendo da zero, forse, potremo sperare di invertire la rotta.

If it's the politics that doesn't understand that civism isn't enough

Before putting Italy in the hands of a "civic government" we should better understand what the civic society actually is, and in what ways it is better than politics. Or maybe, as someone suggested, we should invert the elements of the matter.

So, what is politics and in what ways is it better than the civic society? But if in a moment as delicate as this one it is important to ask questions, it is much more necessary to find adequate answers. We've heard very few clear answers so far, but there are people and groups of people who are working to find them. It happened in Lombardy for example, where the center left has decided to open up to the civic society by asking Umberto Ambrosoli, penalist lawyer without a party membership, to candidate for the Presidency of the Region.  It happened when Mario Monti, exiting prime minister, head of a coalition made up of the majority of parties present in Parliament has given birth to Civic Choice. Another civic subject, or actually "very civic", is Fare per fermare il Declino, which counts professors, economists, entrepreneurs and journalists among its members. And didn't Civic Revolution present a large part of names coming from the civic society?

Such a civic invasion in this country we didn't see for a long time, at least twenty years, to be exact from the moment Silvio Berlusconi, the first symbol of that civism he now so strenously fights, gave life to Forza Italia proposing himself as a candidate to guide the Country with a political subject that was outside the logics of old parties. So, finding an answer to the initial questions is even more difficult because it seems that politics and civic society are one the continuation of the other or, if you prefer, one is the fuel of the other. If you look beyond the events that are strictly contingent you might say that the Italian society only becomes civil when politics becomes clearly uncivic.

So it happened after the first republic crisis with the birth and the affirmation of Forza Italia and so it happened with the Movimento 5 Stelle which became the first movement of the country. So it's just normal to ask ourselves where the civic society actually was, as we intend it today, before the strong crisis of the 90s and while during the second Republic, after the first small and difficult steps it stood up to run towards the decade between 2000 and 2010.

Where were the symbols of renovation and transparency while Italy accumulated public debt or while the elected, with their behavior, delegitimated the institutions? If you hear them today, it doesn't seem possible to think that the true defensors of common good and good politics were busy following their own interests while the parties did the worst of the worst. So where is this contiguity between politics and civic society that today seems to be the fundamental elementof legitimation for anyone who is candidated to roles of responsibility for the Government of this country?

It is certainly true that the parties didn't even bother to look outside the Palace to get suggestions for the way to take, but it seems as evident that from the "real Country" no loud chorus rose, asking to be heard.

Let's get this straight, in these lines I'm not trying to defend the indefendible condition of those parties who have extremely serious responsibilities in their lack of renovation, in the lack of formation of the new political class and in the clear incapability of reading and understanding the problems of a country that needed structural answers, we're only trying to find answers that aren't limited to the sterile attribution of guilt and responsibility in such a difficult moment.

Maybe the solution isn't just in the extraneity to politics, as the defeat of centerleft in Lombardy has proved. Umberto Ambrosoli was outside of the party politics and has concentrated his elections campaign on the absolute freedom from their logics but in spite of everything he didn't win, he was defeated by Roberto Maroni, the ex Minister Roberto Maroni, the secretary of party Roberto Maroni, the candidate who bet everything on his political and administrative experience in trying to convince voters. The one who managed in his task in spite of the fact that the Lombardy centerright was in a situation that had already gone beyond the boundaries of the tragic commedy. Are we sure that the right way for the future of politics is exclusively the one of inconditioned opening to the civic society?

We should consider the possibility that the true defeat of politics is consuming itself in these very hours, during the awaited ritual of minister nomination of a possible Bersani government. Saviano, Gabanelli, respectable names of people who in doing their work have proved a lot of courage, capability and passion, names who deserve an enormous respect and that will certainly do their work in the best way possible continuing to do their jobs, fundamental jobs which have an important impact on people's daily lives, just as politics should be. But in order to govern and do politics, because it's politics the tracks on which you need to make a country run, this isn't enough.

The innocence of the civic society is not enough, the competence and the intelligence of its best exponents is not enough, we need a vision of the future and a clear and share method to get there. The condition sine qua non to have a clear vision is a clear identity, and the place where it is possible to work on this project is the party, new parties that will have to find a relationship of contiguity with the civic society and the condition of the Country but that will not only have to delegate to it the expression of the names of those who will occupy the places of extreme responsibility.

And if politics alone won't be able to understand that emptying and delegitimating itself even more than it has already only damages the country, the society will have the possibility to prove itself truly civic in trying to making it understand, perhaps asking it to fully assume its responsibilities. The price to pay, we all know it, is very high, but only starting from zero, maybe, we can hope to invert the route.
