Debora Serracchiani, deputata al Parlamento Europeo per il Partito Democratico, ha risposto alle nostre domande a proposito della situazione politica in Italia, le prospettive per i giovani, e soprattutto le idee e le proposte del PD per migliorare il quadro economico e sociale.


Qualche giorno fa abbiamo avuto il piacere di intervistare Debora Serracchiani, avvocatessa e politica italiana, deputata al Parlamento europeo per il Partito Democratico e membro del gruppo Alleanza progressista dei socialisti e dei democratici al Parlamento europeo.

Abbiamo chiesto a Debora la sua opinione riguardo all'attuale situazione del Governo italiano. A suo avviso il declino del Presidente del Consiglio è evidente a tutti, e a causa della sua incapacità di
occuparsi delle sue questioni personali al posto di quelle del Paese, anche il Paese viene trascinato insieme a lui in questo declino.
C'è sicuramente bisogno di un cambiamento, di figure nuove, e la speranza è che ciò accada al più presto. [video]

Un'altra domanda che abbiamo fatto a Debora è stata riguardo alle sue proposte concrete per il futuro lavorativo dei giovani. 
Innanzitutto a suo avviso bisogna intervenire sulle modalità di entrata nel mondo del lavoro, non sulle modalità di uscita. In secondo luogo le tipologie contrattuali sono troppe e mal utilizzate, anche e soprattutto perché non sottoposte ad alcuna forma di controllo.
Le sue proposte dunque sarebbero: più controllo sulle tipologie contrattuali, stabilire un contratto iniziale a tempo indeterminato da far crescere in base all'anzianità e al contributo apportato all'azienda, pagare di più i precari rispetto agli ordinari, migliorare gli ammortizzatori sociali e incentivare le assunzioni dei giovani attraverso facilitazioni per quel che riguarda i contributi previdenziali. Abbiamo chiesto a Debora come sarebbe stata la sua manovra finanziaria: in primo luogo non avrebbe aspettato Novembre 2011 per far sapere al Paese che la situazione era tale da rendere necessari dei provvimenti impopolari.
I punti principali su cui sarebbe intervenuta sarebbero stati far contribuire di più i cittadini che possono permettersi di dare di più, fare delle operazioni molto intensive sull'evasione fiscale, trasferire le tasse sui patrimoni, riducendo quelle a chi lavora e chi produce, dare la possibilità alle piccole e piccolissime imprese di accedere al credito in forma agevolata, tagliare i costi della politica e infine provvedere a un taglio del cuneo fiscale. Debora ha anche espresso la sua opinione in merito all'utilizzo di strumenti social nella comunicazione politica: a suo avviso bisogna sicuramente investire nella rete, ma allo stesso tempo mantenere forte il contatto con le persone e con il territorio. [video]

Inoltre le abbiamo chiesto che cosa pensa dei movimenti "occupy" e della tendenza da parte dei cittadini di riappropriarsi della politica. A suo avviso si tratta di movimenti importanti, che trattano temi che riguardano non solo l'Europa, ma il mondo intero, come la finanza, le scelte politiche per la tutela delle banche e delle assicurazioni.
Debora ha tuttavia specificato di non condividere tutte le posizioni: per quel che riguarda ad esempio il debito, il senso di responsabilità e il desiderio di rendere migliore il paese la portano a cercare di occuparsi anche di un debito che ha solo ereditato e che non ha contribuito a creare. Per quanto riguarda Matteo Renzi, Debora pensa che si tratti di una risorsa per il PD, è un amministratore di una città importante che ha messo l'accento sul tema del rinnovamento della classe politica.
Ne condivide alcune idee e si confronta su altre, ma del resto è importante confrontarsi all'interno dello stesso partito appunto sulle idee e mai sui cognomi o sulle persone. [video]

Abbiamo chiesto a Debora cosa pensa di Beppe Grillo: sebbene non ne condivida alcune posizione più estreme, lei stessa ha sottolineato che Grillo si è occupato di molte questioni importanti, in primo luogo il cortocircuito tra società, banche e finanza.
Il PD dovrebbe imparare ad interloquire con l'elettorato di Grillo, anche perché ci sono molti punti sui quali i due movimenti concordano: non lo reputa quindi responsabile per le sconfitte del centro-sinistra, che dovrebbe invece interrogarsi sul perché non riesce a dialogare con gli elettori. A few days ago we had the pleasure of interviewing Debora Serracchiani, Italian lawyer and politician, Member of the European Parliament on behalf of the Democratic Party and member of the group Progressive Alliance of Socialists and Democrats.

We asked Debora her opinion about the current situation of the Italian Government. She thinks that the Prime Minister's downhill trend is there for all to see, and because of his inability to take care of his personal matters instead of the country's problems, Italy as well is being dragged down with him.
There is certainly the need for change, the need for new figures, and hopefully change will happen as soon as possible. [video]

Another question we asked Debora was about her practical proposals for young people's occupational future.
First of all, in her opionion it is necessary to intervene on how people enter the world of work, not on how people exit it. Secondly the types of available contracts are way too many and misused, also and mostly because they aren't controlled in any way.
Her proposals would be: more control on the types of contracts, creating an initial permanent contract that can be modified based on length of service and the contribution to the company, paying  fixed term employees more than those with a permanent contract, making social safety nets better and stimulating companies into hiring young people by lowering the amount of social security contributions they have to pay. [video]

We asked Debora how her financial manneuver would have been: first of all, she wouldn't have waited November 2011 to let the country know that the situation was severe enough to make some unpopular decisions necessary.
The main points on which she would have intervened would have been making citizens that can afford paying more taxes actually contribute more, making some intensive operations on tax evasion, transfering taxes on assets and reducing those of who works and produces, giving the possibility to small and very small companies to access credit with facilitations, cutting off the costs of politics and finally reducing taxes. [video]

Debora has also expressed her opinion about the use of social tools in political communication: she thinks that it is necessary to invest in the web, but at the same time maintain a strong contact with people and territory. [video]

We have also asked what she thinks about the "occupy" movements and the tendency of citizens to get hold of politics again. In her opinion these are important movements, that treat topics that not only regard Europe, but the whole world, such as finance, political choices for the protection of banks and insurances.
Debora has also specified she doesn't agree with all positions: as for the debt issue, her sense of responsibility and the desire to make it a better country bring her to also take care of a debt that she has only inherited, and she hasn't contributed to create. [video]

As for Matteo Renzi, Debora thinks he is a resource for PD, he is the administrator of an important city who has pointed out the topic of the rechange of the political class.
She shares some of his ideas and discusses others, but in the end it is important to discuss inside the same party, and discuss ideas: not surnames or people. [video]

We asked Debora what her opinion about Beppe Grillo is: even though she doesn't share some extreme positions of his, she has stressed that Grillo has been dealing with many important matters, first of all the short circuit between society, banks and finance.
The Democratic Party should ask itself why it can't interact with those who vote Grillo, especially because there are many points on which the two movements agree: she doesn't hold him responsible for the defeats her party has suffered, she thinks the Democratic Party should start talking to those who vote him. [video]

La Badante del @PDnetwork: e se fosse #Rodotà?

Dopo la fumata nera su Marini presidente, ma già dopo la movimentata serata di ieri, che ha sancito la frantumazione non solo del Partito Democratico, ma delle sue correnti interne, è chiaro che l'attuale segretario Pierluigi Bersani deve dimettersi. 

Lo deve fare se davvero tiene al partito, ai suoi tesserati, elettori, simpatizzanti e affini. Nessuno ha ancora chiari i motivi di questo suicidio politico, perché tale è, ma è sicuro che ora per il PD si apre una fase confusa che culminerà col congresso in autunno. Sta di fatto che se addirittura Scilipoti è arrivato a dichiarare che voterà per Rodotà allora vuol dire che qualcosa è andato in corto circuito nella segreteria democratica.

Che cosa è successo?
Franco Marini è un candidato di fumo per nascondere quello vero della quarta votazione? Che strategia è? Far spaccare un partito per ottenere cosa? L'accordo con Berlusconi? La volontà espressa dagli elettori, soprattutto da ieri, è contro questo accordo, come contro Marini. Perchè non puntare su Rodotà, o almeno su Prodi. No. Come un lemure impazzito che viaggia verso uno strapiombo Bersani ha tirato dritto. Solo che Sel, Renzi, Civati, Serracchiani, Orfini e molti altri, hanno puntato i piedi e tutto si è fermato. Ora il PD è un empasse da superare. Come?

Il Presidente
Fare in fretta, al più presto e poi resettare tutti. Lasciamo perdere i tatticismi, le strategie, perché la direzione del PD sembra contare i peggiori giocatori di Risiko della storia. Quindi puntare su un nome accettabile, Rodotà sembrerebbe l'optimus, ma potrebbe essere anche Zagrebelsky o qualcuno di quel livello.

La Badante
L'uscita di scena di Bersani, che non è augurio, ma una condizione necessaria e NON sufficiente, per salvare un partito, che comunque è quello che ha preso (e anche disperso) più voti alle ultime elezioni. Quindi serve qualcuno che faccia da Ponte a questo ragazzino precocemente invecchiato. Non sono convinto che Renzi possa oggi prendere in carico il partito, si giocherà tutto al congresso, è così il tandem Civati-Serracchiani. Neanche a parlarne dei giovani turchi, Orfini e Fassina hanno definitivamente litigato, con quest'ultimo sepolto dopo la battuta della cognata che lavora alle poste e non conosce Rodotà. Fassina faccia un favore a se stesso e cerchi di non far ridere. Comunque io un'idea per la Badante c'è l'ho.

La Soluzione
Mettiamo che Prodi diventa Presidente, che succeda se fino al congresso il partito lo tiene Rodotà? Certo, ha 80 anni, ma deve dare una nuova serenità fino all'autunno, che vedrà in campo anche Barca e la corrente della sinistra del partito. Certo, non lo votano come presidente ti pare che lo prendono come segretario? Vero, ma sarebbe una segreteria di alto profilo, con l'appoggio anche di molti militanti che si stanno esprimendo nelle piazze e sui social network. Sarebbe anche possibile quel famoso dialogo coi cinquestelle? Perchè no, visto che il giurista calabrese è il loro candidato presidente. Io lancio questa idea, poi vediamo cosa succede. Sperando che qualcosa succeda.

The caretaker of the PD: what if it were Rodotà?

After the black smoke on Marini president, but already after yesterday night, which has not only decreed the breaking of the Democratic Party, but also of the currents within, it is clear that the current secretary Pierluigi Bersani must resign.

He must if he really cares about the party, its members, voters, sympathizers and such. No one still knows the motives behind this political suicide, because that's what's going on, but surely now for the PD there will be a confused phased that will peak with the autumn congress. If even Scilipoti declared he'll vote for Rodotà, then something went wrong in the democratic secretary.

What happened?

Franco Marini is a smoke candidate to hide the real one at the fourth vote? What kind of strategy is that? Dividing the party for what? An agreement with Berlusconi? The will the voters expressed, especially since yesterday, is against this agreement, as it is against Marini. Why not point on Rodotà, or even Prodi? No. Just like a crazy lemure racing towards a cliff, Bersani has gone straight agead. Only that Sel, Renzi, Civati, Serracchiani, Orfini and many others have hit the breaks and everything stopped. Now the PD is an empasse to be overcome. But how?

The President

Do it quick, as quick as possible and the reset. Forget tactics, strategies, because the PD direction seems to count the worst Risiko players in history. So point on an acceptable name, Rodotà would be great, but it could also be Zagrebelsky or someone at that level.

The caretaker

Bersani's exit, which isn't a good thing, but a necessary and not sufficient condition to save the party, which is however the one that got (and lost) the most votes during the last elections. So we need someone that can make a bridge to this early aged little boy. I'm not convinced that Renzi can take the party in his hands today, everything will be played out during the congress, and so will the Civati - Serracchiani duo. I won't even speak about the young Turks, Orfini and Fassina have definitely fought, with the latter submerged by his joke about his sister-in-law who works at the post and doesn't know who Rodotà is. Fassina should do himself a favor and try not to make us laugh. However I do have an idea for the caretaker.

The Solution

Let's say Prodi becomes President, what happens if until the congress Rodotà holds the party? Yes, he's 80, but he needs to give a new serenity until the autumn, which will see on the field Barca and the left wing of the party. Of course, they don't vote him as a president, do  you think they'll take him as a secretary? True, but it would be a high profile secretary, with the help of many sustainers who are expressing themselves in the streets and on social networks. Would that famous dialogue with the 5 star movement be possible as well? Why not, since the Calabrian jurist is their president candidate. I launch this idea, then we'll see what happens. Hoping that something will happen.

Domani avremo il piacere di intervistare Debora Serracchiani, avvocatessa e politica italiana, deputata al Parlamento europeo per il Partito Democratico e membro del gruppo Alleanza progressista dei socialisti e dei democratici al Parlamento europeo.

Nata a Roma nel 1970, attualmente vive a Udine, dove esercita la professione di avvocato specializzato in diritto del lavoro.

Dopo essere stata consigliera nella II circoscrizione di Udine e coordinatrice della Commissione circoscrizionale Urbanistica - territorio e lavori pubblici, nel 2006 è stata eletta nel consiglio provinciale di Udine, nella lista dei Democratici di Sinistra (collegio di Udine I).

Rieletta in Consiglio provinciale nel 2008 nella lista del PD, ha ricoperto il ruolo di vice capogruppo e vice presidente della Commissione Consiliare Ambiente ed Energia e componente della Commissione Statuto e Regolamenti.

Nel dicembre del 2008 è eletta Segretaria del Partito Democratico di Udine.
Dopo il suo intervento all'assemblea dei circoli del PD a Roma, il 21 marzo 2009, Dario Franceschini ne ha annunciato la candidatura alle elezioni europee del 2009 nella circoscrizione Nord-Est, elezioni in cui ha ottenuto 73.910 preferenze nel solo Friuli-Venezia Giulia, risultando quindi la persona più votata in assoluto della regione, eletta con 144.558 preferenze nella circoscrizione II.

Ha sostenuto Dario Franceschini nella sua corsa alla riconferma del suo mandato di segretario del Partito Democratico. Assieme a David Sassoli, Rita Borsellino e Sergio Cofferati ha creato crea una lista a sostegno di Franceschini, i Semplicemente Democratici, che aveva come punti salienti il ricambio e ringiovanimento della classe dirigente del Partito Democratico, la promozione di politiche a sostegno dei giovani e la legalità e trasparenza del partito nei confronti non solo della politica ma soprattutto della società civile. Per Franceschini si è candidata a segretario regionale del PD del Friuli-Venezia Giulia.

Con le primarie del 25 ottobre 2009 è diventata Segretaria regionale del PD del Friuli-Venezia Giulia.
Dopo la fine del congresso la lista Semplicemente Democratici è entrata nella corrente interna al PD Area Democratica, creata da Franceschini immediatamente dopo le primarie del 25 ottobre, che hanno consegnato la segreteria a Pier Luigi Bersani.

E' membro effettivo della commissione Trasporti e turismo e supplente nella commissione Giustizia e libertà civili.

Inoltre ha pubblicato recentemente il libro “Il coraggio che manca. A un cittadino deluso dalla politica”, in cui cerca di dire con parole semplici che in Italia la politica vera esiste ancora, quella fatta di tante persone che vogliono cambiare le cose, partecipare, costruire insieme il futuro.

Born in Rome in 1970, she currently lives in Udine, where she practices law, being specialized in labour law.

After being a counselor in the II circoscrizione of Udine and coordinator of the Urbanistic Committee - territory and public works, in 2006 she was elected in the provincial council of Udine, in the list of Left Wing Democrats (Udine I college).

Re-elected in the provincial Council in 2008 in the Democratic Party list, she was vice group-leader and vice-president of the Environment and Energy Council Committee and member of the Statute and  Regulation Committee.

In December 2008 she was elected Secretary of the Democratic Party of Udine.
After her speech at the PD circles assembly in Rome, on the 21st of March 2009, Dario Franceschini announced her candidacy to the European elections of 2009, in which she obtained 73.910 in Friuli-Venezia Giulia alone, being the most voted person of the region, elected with 144.558 preferences.

She supported Dario Franceschini in his political campaign to be reconfirmed as the Secretary of the Democratic Party. Together with David Sassoli, Rita Borsellino and Sergio Cofferati she created a list supporting Franceschini, called Simply Democrats, which had as main highlights the rechange and rejuvenation of the Democratic Party ruling class, the promotion of politics in favor of young people, the legality and transparency of the party towards politics and the civil society. For Franceschini she candidated for the place of Regional Secretary of PD in Friuli-Venezia Giulia.

With the primary elections of 25 October 2009 she became Regional Secretary of PD in Friuli-Venezia Giulia. After the end of the congress the Simply Democrats List entered the internal Democratic Area of the Democratic Party, created by Franceschini right after the 25th October primary elections, which gave the post of Secretary to Pier Luigi Bersani.

Debora is a member of the Transports and tourism Committee and a temporary member in the Justice and civil freedom Committee.

She has recently published the book "The lacking courage. To a citizen disappointed by politics", in which she tries to explain, in a simple fashion, that in Italy true politics still exists, the one made of many people that want to change things, participate, build the future together.
