Debora Serracchiani, deputata al Parlamento Europeo per il Partito Democratico, ha risposto alle nostre domande a proposito della situazione politica in Italia, le prospettive per i giovani, e soprattutto le idee e le proposte del PD per migliorare il quadro economico e sociale.


Qualche giorno fa abbiamo avuto il piacere di intervistare Debora Serracchiani, avvocatessa e politica italiana, deputata al Parlamento europeo per il Partito Democratico e membro del gruppo Alleanza progressista dei socialisti e dei democratici al Parlamento europeo.

Abbiamo chiesto a Debora la sua opinione riguardo all'attuale situazione del Governo italiano. A suo avviso il declino del Presidente del Consiglio è evidente a tutti, e a causa della sua incapacità di
occuparsi delle sue questioni personali al posto di quelle del Paese, anche il Paese viene trascinato insieme a lui in questo declino.
C'è sicuramente bisogno di un cambiamento, di figure nuove, e la speranza è che ciò accada al più presto. [video]

Un'altra domanda che abbiamo fatto a Debora è stata riguardo alle sue proposte concrete per il futuro lavorativo dei giovani. 
Innanzitutto a suo avviso bisogna intervenire sulle modalità di entrata nel mondo del lavoro, non sulle modalità di uscita. In secondo luogo le tipologie contrattuali sono troppe e mal utilizzate, anche e soprattutto perché non sottoposte ad alcuna forma di controllo.
Le sue proposte dunque sarebbero: più controllo sulle tipologie contrattuali, stabilire un contratto iniziale a tempo indeterminato da far crescere in base all'anzianità e al contributo apportato all'azienda, pagare di più i precari rispetto agli ordinari, migliorare gli ammortizzatori sociali e incentivare le assunzioni dei giovani attraverso facilitazioni per quel che riguarda i contributi previdenziali. Abbiamo chiesto a Debora come sarebbe stata la sua manovra finanziaria: in primo luogo non avrebbe aspettato Novembre 2011 per far sapere al Paese che la situazione era tale da rendere necessari dei provvimenti impopolari.
I punti principali su cui sarebbe intervenuta sarebbero stati far contribuire di più i cittadini che possono permettersi di dare di più, fare delle operazioni molto intensive sull'evasione fiscale, trasferire le tasse sui patrimoni, riducendo quelle a chi lavora e chi produce, dare la possibilità alle piccole e piccolissime imprese di accedere al credito in forma agevolata, tagliare i costi della politica e infine provvedere a un taglio del cuneo fiscale. Debora ha anche espresso la sua opinione in merito all'utilizzo di strumenti social nella comunicazione politica: a suo avviso bisogna sicuramente investire nella rete, ma allo stesso tempo mantenere forte il contatto con le persone e con il territorio. [video]

Inoltre le abbiamo chiesto che cosa pensa dei movimenti "occupy" e della tendenza da parte dei cittadini di riappropriarsi della politica. A suo avviso si tratta di movimenti importanti, che trattano temi che riguardano non solo l'Europa, ma il mondo intero, come la finanza, le scelte politiche per la tutela delle banche e delle assicurazioni.
Debora ha tuttavia specificato di non condividere tutte le posizioni: per quel che riguarda ad esempio il debito, il senso di responsabilità e il desiderio di rendere migliore il paese la portano a cercare di occuparsi anche di un debito che ha solo ereditato e che non ha contribuito a creare. Per quanto riguarda Matteo Renzi, Debora pensa che si tratti di una risorsa per il PD, è un amministratore di una città importante che ha messo l'accento sul tema del rinnovamento della classe politica.
Ne condivide alcune idee e si confronta su altre, ma del resto è importante confrontarsi all'interno dello stesso partito appunto sulle idee e mai sui cognomi o sulle persone. [video]

Abbiamo chiesto a Debora cosa pensa di Beppe Grillo: sebbene non ne condivida alcune posizione più estreme, lei stessa ha sottolineato che Grillo si è occupato di molte questioni importanti, in primo luogo il cortocircuito tra società, banche e finanza.
Il PD dovrebbe imparare ad interloquire con l'elettorato di Grillo, anche perché ci sono molti punti sui quali i due movimenti concordano: non lo reputa quindi responsabile per le sconfitte del centro-sinistra, che dovrebbe invece interrogarsi sul perché non riesce a dialogare con gli elettori. A few days ago we had the pleasure of interviewing Debora Serracchiani, Italian lawyer and politician, Member of the European Parliament on behalf of the Democratic Party and member of the group Progressive Alliance of Socialists and Democrats.

We asked Debora her opinion about the current situation of the Italian Government. She thinks that the Prime Minister's downhill trend is there for all to see, and because of his inability to take care of his personal matters instead of the country's problems, Italy as well is being dragged down with him.
There is certainly the need for change, the need for new figures, and hopefully change will happen as soon as possible. [video]

Another question we asked Debora was about her practical proposals for young people's occupational future.
First of all, in her opionion it is necessary to intervene on how people enter the world of work, not on how people exit it. Secondly the types of available contracts are way too many and misused, also and mostly because they aren't controlled in any way.
Her proposals would be: more control on the types of contracts, creating an initial permanent contract that can be modified based on length of service and the contribution to the company, paying  fixed term employees more than those with a permanent contract, making social safety nets better and stimulating companies into hiring young people by lowering the amount of social security contributions they have to pay. [video]

We asked Debora how her financial manneuver would have been: first of all, she wouldn't have waited November 2011 to let the country know that the situation was severe enough to make some unpopular decisions necessary.
The main points on which she would have intervened would have been making citizens that can afford paying more taxes actually contribute more, making some intensive operations on tax evasion, transfering taxes on assets and reducing those of who works and produces, giving the possibility to small and very small companies to access credit with facilitations, cutting off the costs of politics and finally reducing taxes. [video]

Debora has also expressed her opinion about the use of social tools in political communication: she thinks that it is necessary to invest in the web, but at the same time maintain a strong contact with people and territory. [video]

We have also asked what she thinks about the "occupy" movements and the tendency of citizens to get hold of politics again. In her opinion these are important movements, that treat topics that not only regard Europe, but the whole world, such as finance, political choices for the protection of banks and insurances.
Debora has also specified she doesn't agree with all positions: as for the debt issue, her sense of responsibility and the desire to make it a better country bring her to also take care of a debt that she has only inherited, and she hasn't contributed to create. [video]

As for Matteo Renzi, Debora thinks he is a resource for PD, he is the administrator of an important city who has pointed out the topic of the rechange of the political class.
She shares some of his ideas and discusses others, but in the end it is important to discuss inside the same party, and discuss ideas: not surnames or people. [video]

We asked Debora what her opinion about Beppe Grillo is: even though she doesn't share some extreme positions of his, she has stressed that Grillo has been dealing with many important matters, first of all the short circuit between society, banks and finance.
The Democratic Party should ask itself why it can't interact with those who vote Grillo, especially because there are many points on which the two movements agree: she doesn't hold him responsible for the defeats her party has suffered, she thinks the Democratic Party should start talking to those who vote him. [video]

L'#Opinionedeifatti: Seppuku

Riflessioni ad alto tasso di THC: il mio cane continua a dirmi che dovrei trovarmi un lavoro. Dice che non lo curo abbastanza, che la casa è uno schifo e che non ne può più di mangiare i croccantini del discount. Non so perché, secondo me sono buonissimi.

Quello che il mio cane non capisce (si chiama Proust, ha sette anni ed è un incrocio tra un pastore belga e uno stronzo) è che il mondo del lavoro, uno come me, non lo vuole. E questo a prescindere dal fatto che io parli col mio cane.

- “Grazie per aver partecipato ai nostri colloqui… la prenderemmo subito se le sue richieste non fossero così assurde”.
- “Assurde tipo?”.
- “Tipo pretendere di ricevere uno stipendio”.
- “Pensavo fosse implicito”.
- “Lo sarebbe se lei avesse già maturato almeno dieci anni di esperienza nel settore, e avesse un portafoglio clienti da presentarci, o dei parenti pronti ad acquistare i nostri prodotti. Non mi sembra il suo caso. Se vuole abbiamo un posto da stagista”.
- “Significa che dobbiamo fare sesso?”.
- “Solo il martedì e il venerdì”.
- “L’ha mai fatto con un pastore belga?”.
- “Eh?”.
- “Niente, niente. Magari la richiamo”.

Così rimango qui, a casa, aspettando che vengano a trovarmi gli Avventisti del Settimo Giorno: da quando traffico in Rohypnol sono diventati la mia principale fonte di reddito (non sto qui a spiegarvi come e perché). Dico solo che, per quel che mi riguarda, il concetto di avanzo primario è strettamente legato al contenuto della mia dispensa, e che quello di deficit lo associo automaticamente alla figlia del mio dirimpettaio (Sonia, sedici anni, terza media) che passa le giornate ad ululare pezzi di Lady Gaga e Beyoncé. La sopporto a fatica, ma solo perché porta una quarta e le piace girare nuda per casa.

Io non ne so niente di macro-economia, di agenzie di rating e di leggi finanziarie (ne so un po’ di crack, ma mi hanno sconsigliato di scriverlo sul curriculum), quello che so è che Proust non la smette più di rompermi le palle.

- “Sai, dovresti trovarti un lavoro…”.
- “Se trovare un lavoro ti sembra così semplice perché non lo fai tu?”.
- “Ehi, io sono soltanto un cane, non dovrei neanche parlarti”.
- “Domani ti iscrivo ad un concorso”.
- “Un concorso? I concorsi li fanno quelli che vogliono lavorare per lo Stato, le vecchiette coi loro barboncini pulciosi e le ragazzine anoressiche in cerca di notorietà. Non rientro in nessuna delle tre categorie”.
- “Allora mi spieghi come pensi di risolvere il problema?”.

Proust mi guarda con odio, ringhia, sbava, e io non riesco davvero a capire perché. La gente per strada mi evita, mia madre ha smesso di telefonarmi, i barboni hanno smesso di chiedermi l’elemosina e anche quelli di Mondolibri non cercano più di farmi tesserare.

Dove ho sbagliato? D’un tratto Proust mi è addosso, mi azzanna, cerca di strapparmi via una spalla, ma io non ho la forza di reagire. Lo lascio fare. Penso che così almeno lui si sfamerà e forse il mio sacrificio sarà valso a qualcosa. Un suicidio rituale, ecco cosa darà senso alla mia inutile vita. Perdo sangue, mi gira la testa, ho paura. Forse sto davvero per morire.

Perdo i sensi, lentamente, e mentre tutto si fa buio, riesco a sentire Proust che mi mastica, e che a bassa voce borbotta: “Sai una cosa? Fai ancora più schifo dei croccantini del discount”.

My dog keeps telling me I should find a job. He says I don't take care of him enough, that the house is a mess and that he's fed up with eating discount kibbles. I don't know why, I think they're great.

What my dog doesn't understand (he's called Proust, he's seven and he's a cross between a Belgian shepperd and an asshole) is that the labor market doesn't want someone like me. Regardless of whether I talk to my dog or not.

- "Thanks for participating to our interviews... we'd take you right away if you didn't have such absurd requests".
- "Absurd like what?".
- "Like pretending to get a salary".
- "I thought that was implicit".
- "It would be if you already had 10 years experience in the field and a portfolio of clients to present, or relatives ready to buy our products. I don't think this is your case. If you want we have a spot as a stagist".
- "Does it mean we're going to have sex?".
- "Only on Tuesdays and Fridays".
- "Have you ever done it with a Belgian shepperd before?".
- "Huh?".
- "Never mind. I'll call you back, maybe".

So I stay here, at home, waiting for the Seventh-day Adventists to come see me: since the day I started trafficking in Rohypnol they've become my main source of income (I won't go into the hows and whys). I'll only say that, as far as primary discard goes, I think about the content of my fridge, and the concept of deficit, I associate automatically to my neighbor's daughter (Sonia, sixteen, middle school) who spends her days howling Lady Gaga and Beyoncé songs. I can barely stand her, but only because she wears a C cup and likes to go around naked in the house.

I know nothing about macroeconomy, rating agencies and financial laws (I do know something about crack, but they told me not to write it in my cv), what I do know is that Proust keeps bragging me:

- "You know, you should find a job...".
- "If finding a job seems so easy to you, why don't you do it?".
- "Hey, I'm just a dog, I shouldn't even be talking to you".
- "Tomorrow I'll check you in a contest".
- "A contest? Those are for people who want to work for the State, old women with their poodles and anorexic girls looking for fame. I don't fit in any of those categories".
- "So how do you think we can solve the problem?".

Proust looks at me with hatred, growls, drools, and I really can't understand why. People on the street avoid me, my mom stopped calling, homeless people stopped asking for change and even the people at Mondolibri stopped trying to make me subscribe.

Where did I go wrong? All of the sudden Proust is on top of me, bites me, tries to rip off a shoulder, but I don't have the strength to react. I just let him do it. I think that at least this way he's going to get fed, and maybe my sacrifice will be worth something. A ritual suicide, this is what's going to give meaning to my useless life.
I'm losing blood, my head spins, I'm afraid. Maybe I'm really about to die.

I slowly lose conscience, and as everything goes dark, I can hear Proust chewing on me, and at one point he says: "You know what? You're even more disgusting than the discount kibbles".
