#Storideldisonore: le 'cantate' di Buscetta e le radici della "tassa Riina"



Questa è una storia che inizia dall’altre parte del mondo, a San Paolo, il 24 ottobre del 1983, e inizia con un arresto, quello di Tommaso Buscetta. Buscetta è ricercato da Polizia e Carabinieri dal periodo della strage di Ciaculli e della prima guerra di mafia. Fuggì e si scappò negli Stati Uniti dopo aver peregrinato tra Svizzera, Sud America e Canada.

Nel corso degli anni ’70 Don Masino dal Brasile si occupa del giro della droga di Cosa Nostra, tanto che la polizia sudamericana, in uno dei suoi covi blindati ritrovò sostanze stupefacenti per 25miliardi delle vecchie lire.

Durante la seconda guerra di mafia Buscetta è tra le fila dei ‘perdenti’, dei Bontate, degli Inzerillo e dei Badalamenti. La sentenza dei corleonesi è una e una sola: eliminare il boss dei due mondi Tommaso Buscetta. Egli si trova però in Brasile, e a questo punto la rappresaglia si scaricò sui parenti: figli, un fratello, un genero, un cognato e quattro nipoti trovano la morte per mano dei corleonesi.

Sono i giudici Giovanni Falcone e Vincenzo Geraci a recarsi da Buscetta nel 1984, proponendogli di collaborare con la giustizia. Offerta inizialmente rifiutata, ma poi corretta quando gli si prospetta una estradizione in Italia. In quei giorni sono Falcone e l’ex capo della polizia, da poco deceduto, Gianni de Gennaro a giudare le scelte di don Masino, che inizia la sua personale guerra contro i corleonesi a colpi di verbale.

Dichiarazioni quelle di Buscetta da prendere con le molle, ma che restituiscono una fotografia inedita della mafia e danno sostanza alle intuizioni di Giovanni Falcone. Un boss, Buscetta, che non vuole farsi chiamare pentito, perché pentito non lo è, ma che è deciso a mettersi contro all’ “onorata società” ormai nelle mani dei corleonesi.

Così il 16 luglio del 1984 in uno degli uffici della Criminalpol inizia la collaborazione con la giustizia italiana di Tommaso Buscetta, anche grazie alle contropartite offerta dalla DEA (Drug Enforcement Administration) americana, tra cui quella di potersi stabilire negli Stati Uniti in libertà vigilata, sotto falsa identità e all’interno del programma di protezione testimoni, ben più rodato oltreoceano che nel Belpaese.

Buscetta non è il solo a ‘cantare’ in quei mesi, con lui a collaborare c’è anche Salvatore Contorno. Dichiarazioni che rafforzano l’atto d’accusa che fa partire il blitz del 29 settembre del 1984: 366 ordini di custodia cautelare a carico di mafiosi a piede libero, padrini della vecchia e della nuova mafia, mafiosi già detenuti e ignoti. Tuttavia non è il blitz che porterà a sconfiggere Cosa Nostra, anche perchè rimangono latitanti Totò Riina, Bernardo Provenzano, i fratelli Greco, Piddu Madonia, Nitto Santapaola e altri boss. Tuttavia questa indagine sarà la prima pietra su cui poggerà il primo ‘maxi-processo’.

Tra quei 366 c’è una figura chiave per capire la vicenda mafiosa degli anni ’80 e dei primi anni ’90, del ‘tavolinu’ tra le imprese che si spartiscono gli appalti in Sicilia (e non solo), e di come questa sia intrecciata fortemente coi periodi di “Mani Pulite”, e su come nella confusione della Milano di quei giorni di primi anni ’90, le piste mafiose scivolino via senza colpo ferire.

Nella retata rimane infatti implicato Antonino Buscemi, fratello di Salvatore Buscemi, che nella ‘commissione’ di Cosa Nostra è il rappresentante del mandamento Passo di Rigano-Boccadifalco-Uditore. Antonino Buscemi ha una società, la Calcestruzzi Spa, che rischia seriamente il sequestro e la confisca grazie alla legge La Torre. Che fare per non lasciare andare tra le braccia dello stato? Buscemi trova un partner favorevole e allo stesso tempo insospettabile, con cui ha stretto rapporti già due anni prima, in cui far confluire la Calcestruzzi Spa: si tratta del gruppo internazionale Ferruzzi, guidato da Raul Gardini. La Calcestruzzi Palermo Spa cede le quote allla Calcestruzzi di Ravenna controllata dal gruppo Ferruzzi. Una collaborazione che proseguirà fino al 1988 e che spianerà la strada alla cosiddetta “tassa Riina” sugli appalti nell’isola.

A Palermo muta anche il clima politico e a novembre vengono arrestati Vito Ciancimino e i principi dell’esattoria Nino e Ignazio Salvo. Alcune delle protezioni sono saltate, e Salvo Lima si defila al Parlamento Europeo. Il pool continua la stretta sulle famiglie e il 23 dicembre del 1984 si verifica la strage del treno Rapido 904 a San Benedetto Val di Sambro: manovalanza camorristica e mente di Cosa Nostra, obiettivo fermare la repressione delle ‘famiglie’ mafiose in Sicilia. Le dichiarazioni di Buscetta mettono paura ai “mammasantissima”. Mancano due anni all’apertura del maxi-processo, ma il corto circuito tra mafia-politica e massoneria deviata è già in fibrillazione... [to be continued]

Buscetta's collaboration with justice and the origins of the Riina tax

This is a story that begins on the other side of the world, in Sao Paulo, on the 24th of October 1983, and begins with an arrest, the one of Tommaso Buscetta. Buscetta is wanted by the Police since the times of the Ciaculli massacre and the first mafia war. He ran and escaped to the US after travelling to Switzerland, South America and Canada.

During the 70s Don Masino from Brazil deals with the drug traffic of Cosa Nostra, so much that the South American police found drugs in one of his hideouts, worth 25 billion of the old lire.

During the second mafia war Buscetta is amongst the losers, the Bontate, the Inzerillo and Badalamenti. The Corleone family's verdict is one and one only: eliminate the boss of the two worlds, Tommaso Buscetta. But he is in Brazil, and at this point the revenge hit his relatives and family: a brother, his sons, a son-in-law, a brother-in-law and four nephews found their death because of the Corleone family.

The judges Giovanni Falcone and Vincenzo Geraci go to Buscetta in 1984, proposing him to collaborate with justice. An offer that was initially rejected, but then corrected when an extradition to Italy was described as possible. During those days Falcone and the ex head of the police, recently deceased, Gianni de Gennaro, guide the choices of don Masino, who begins his personal war against the Corleones, only using justice as a weapon.

Buscetta's statements should be taken with a pinch of salt, but they do give us an image never seen before of the mafia, and give substance to Giovanni Falcone's intuitions. A boss, Buscetta, who doesn't want to be called a collaborator of justice, because he's not, but who wants to fight the "honored society" now in the hands of the Corleones.

So on the 16th of July 1984, in one of the offices of Criminalpol, the collaboration with the Italian justice of Tommaso Buscetta begins, also thanks to the counteroffers of the DEA, among which the proposal to come to the US under a false identity in a witness protection program, which was much more perfected there than in Italy at that time.

Buscetta isn't the only one to sing during those months, there's also Salvatore Contorno. Statements that reinforce the accusation act that starts the blitz of September the 29th 1984: 366 warrants for mafia members, godfathers of the old and new mafia, members who were already known or not. However it's not the blitz that will defeat Cosa Nostra, also because several remain free, such as Totò Riina, Bernardo Provenzano, the Greco brothers, Piddu Madonia, Nitto Santapaola and other bosses. However this inquiry shall be the first stone on which the maxi trial will be built.

Among those 366 there's a key figure that helps us understand the mafia story of the 80s and the early 90s, of the deals between companies sharing contracts in Sicily (and not only), and of how this was strongly interwoven with the times of "Clean Hands", and how in the confusion of the Milan of those days in the yearly 90s, the mafia paths didn't seem to go anywhere.

In the blitz Antonino Buscemi is involved, the brother of Salvatore Buscemi, who in the "commission" of Cosa Nostra is the representative of the Passo di Rigano-Bccadifalco-Uditore mandament. Antonino Buscemi has a society, the Calcestruzzi Spa, which seriously risks to be confiscated thanks to the La Torre law. What to do in order to prevent it from going to the State? Buscemi finds a favorable partner and at the same time very clean, with whom he had already had some contacts two years prior, and who would acquire the Calcestruzzi Spa: it's the international group Ferruzzi, guided by Raul Gardini. The Calcestruzzi Spa gives its quotes to the Ravenna Calcestruzzi, controlled by the Ferruzzi group. A collaboration that will last until 1988 and that will open the doors to the so called "Riina tax" on the contracts on the island.

In Palermo the political climate changes and in November Vito Ciancimino and the princes of taxes Nino and Ignazio Salvo are arrested. Some of the protections are gone, and Salvo Lima disappears from the European Parliament. The pool continues its grip on the families and on the 23rd of December 1984, the massacre of the Rapido 904 train happens, at San Benedetto Val di Sambro: done by the Camorra and put together by Cosa Nostra, the goal being to stop the repression of the mafia families in Sicily. Buscetta's statements make the mafia men worry. We're two years away from the beginning of the maxi trial, but the shortcircuit between the mafia-politics and the deviated masonry is already at work...
