Abbiamo intervistato Alessio Biancalana, uno degli ideatori di TwitAntonio.


Innanzitutto abbiamo chiesto ad Alessio come è nato il progetto TwitAntonio: è attualmente un'applicazione web ideata all'interno del raduno Spaghetti Open Data, una comunità molto liquida di italiani che "fanno cose con i dati".

TwitAntonio mostra i candidati alle elezioni che hanno Twitter: dalla schermata dell'applicazione è possibile mandare tweet a qualsiasi candidato e vedere alcuni aspetti della sua linea politica, come ad esempio lo schieramento a cui appartengono.

Abbiamo chiesto anche quale sia il quadro attuale per quanto concerne open data e hacking civico: si tratta di una situazione sicuramente molto stimolante, nel senso che ancora non sono stati ottenuti risultati veramente incisivi a livello nazionale, il che lascia spazio a moltissimo miglioramento. Allo stesso tempo non sono stati nemmeno rilasciati dataset veramente utili e incisivi, e spesso non sono nemmeno aggiornati.

I dati vengono rilasciati dalle amministrazioni in maniera facilmente digeribile dalle macchine, in quanto i dati sono formattati in un certo modo: il compito dell'hacker civico è prendere i dati e farli "digerire" alla macchine, o scrivere programmi che utilizzino i dati. Purtroppo scarseggiano sia i dataset che gli hacker civici, anche se all'interno di Spaghetti Open Data e Open Coesione ci sono molte persone che si stanno impegnando per fare la differenza.

La situazione ideale per quanto riguarda la trasparenza della pubblica amministrazione e la disponibilità di open data, sarebbe avere dati aggiornati regolarmente in base alla frequenza di raccolta del dato stesso: naturalmente è richiesta molta manodopera, un posto dove reperirli facilmente e - perché no - anche dei colleghi con cui lavorare per tirarne fuori informazioni utili alla cittadinanza.

Secondo Alessio esiste una tendenza "fuffologa" in rete, che spinge a credere che i dati abbiano un senso: i dati non hanno senso di per loro, bisogna interpretarli. Gli hacker civici dunque sono persone che si occupano di fare uno sforzo di fantasia per capire come declinare un dato che è grezzo, per farne app o per trarne insight. Esistono già diversi esempi virtuosi, come ad esempio l'app che avverte quando si entra in un quartiere a rischio di alta criminalità, oppure app che permettono ai cittadini di segnalare problemi di viabilità o decoro urbano.

In Italia c'è anche un problema in più, ovvero quello del campanilismo riguardante i dati: vengono infatti rilasciati sotto diversi formati, e sottoformati, il che rende difficile una normalizzazione del dato stesso. Per l'hacker civico diventa un'impresa titanica lavorarci su, motivo per il quale sarebbe auspicabile introdurre una qualche forma di legislazione in materia di open data: imporre agli enti pubblici un numero minimo di dataset da rilasciare in forma concordata, in modo che ci si possano costruire delle app. Attualmente il formato non è normato.

Gli open data rappresentano un importante strumento di democrazia, come affermato dallo stesso Alberto Cottica: entrare in contatto con i rappresentanti politici, avere insight approfonditi sulla efficienza della pubblica amministrazione, sulla sicurezza delle città, e persino sull'efficienza delle ambulanze e delle forze dell'ordine.

We interviewed Alessio Biancalana, one of the contributors of TwitAntonio. First of all we asked Alessio how the TwitAntonio project was born: it is currently a web application created inside Spaghetti Open Data, a very liquid community of Italians who "do things with data".

TwitAntonio shows the candidates to elections that have a Twitter account: from the application interface it is possible to send tweets to any candidate and see some aspects of their political position, such as the party they belong to.

We asked what the current situation regarding open data and civic hacking is in Italy: it is surely a very stimulating situation, because there haven't been any important results at a national level, which leaves space to doing much better. At the same time no datasets that are truly useful have been released, and often they're not even updated.

The data is released by the administrations in a easily readable format: the task of the civi hacker is to take the data and feed it to the machines, or write programs that use that data. Unfortunately both datasets and civic hackers are lacking, even though inside Spaghetti Open Data and Open Coesione there are many people who are doing their best to make a difference.

The ideal situation as for the transparency of the PA and the availability of open data would be to have regularly updated data, based on the frequency with which the data is collected: of course this requires a lot of work, and a place where you can easily find them and - why not - more colleagues to work with in order to get useful information out of them.

Alessio believes there is a tendency to say that data has a sense: data doesn't have any sense by itself, you need to read it and give an interpretation. Civic hackers are people who do a great fantasy work in order to understand how to use raw data, to make apps or get insights. There are already quite a few good examples, such as the app that gives an alert whenever you enter high risk neighborhoods, or the app that allows citizens to report problems with streets or urban decor.

In Italy there is also another problem, which is the randomness of data: they are released under several formats or subformats, which makes it difficult to normalize it. It becomes a huge task for the civic hacker, which is why it would be a great idea to introduce some laws regarding open data: for example, the PA should have to release a minimum number of datasets in a given format, and keep them updated, so that apps can be built upon them. Currently none of this has any legislation.

Open data represent an important tool of democracy and direct control, as Alberto Cottica has stated: getting in touch with political representatives, having in depth insights on the efficiency of the PA, the safety of the neighborhood, and even the efficiency of ambulances.

Qualche tempo fa abbiamo avuto occasione di intervistare Alberto Cottica, economista ed esperto di open data: abbiamo parlato della situazione degli open data in Europa al momento, e in quale modo evolverà l'utilizzo dei dati stessi in ambito business e della pubblica amministrazione.


In primo luogo abbiamo chiesto in quale modo sia possibile evitare che la condivisione e la collaborazione partecipativa si traduca in furto di idee, senza riconoscimento per le persone che hanno creato qualche cosa: secondo Alberto l'ambiente Internet, se ben progettato, si prende cura in modo naturale di questo aspetto. Sotto ogni software “luccicante” c'è un log file, che tiene traccia, ammesso che l'utente non sia anonimo, di tutti gli interventi che vengono fatti.

In caso di contestazione, se qualcuno fa un copia e incolla, il file di log è lì per testimoniare che quell'idea è di una persona e non di un'altra. Certo, il tutto diventa molto più complicato nel momento in cui ci sono di mezzo dei soldi, e rapporti di potere diseguali tra due litiganti. [video]

Abbiamo chiesto ad Alberto quale sia al momento la situazione per quanto riguarda gli open data, ed a suo avviso è ottima, non è mai stata così buona. Il mondo si divide in due: Stati Uniti, che sono stati il prime mover, e tutto il resto del mondo. Il “resto del mondo” sta andando con grande gioia e determinazione verso gli open data, che sicuramente sono un'idea destinata ad andare forte almeno per qualche anno. I motivi sono semplici: non costano quasi niente, hanno un senso intuitivo e mettono a valore delle spese già sostenute dalla pubblica amministrazione. Si prestano inoltre ad indicatori di valutazione oggettivi, numeri facilmente spendibili dagli amministratori nel momento in cui bisogna dimostrare ai cittadini che si sta lavorando. [video]

Gli Stati Uniti, invece, sono in una fase di raffreddamento: hanno approcciato infatti gli open data nell'ottica di crescita del PIL, e non dell'aumento della trasparenza e intelligenza del governo. Si sperava che gli open data sarebbero stati la base per ecosistemi di impresa che avrebbero creato lavoro e ricchezza, ma purtroppo le cose non sono andate esattamente come pianificato. [video]

Abbiamo naturalmente chiesto ad Alberto se pensa che l'andamento sarà lo stesso anche nel resto del mondo: secondo lui è del tutto possibile che nel lungo periodo diventi il propellente di un sistema economico mutante, diverso da quello che conosciamo oggi, ma è anche vero che un ciclo politico dura circa 2 anni, e molto dipenderà da come verrà impostato il dibattito in merito. Alberto stesso difende l'idea che vadano fatti non aspettandosi ricchezza in denaro, ma perché così si rende la pubblica amministrazione più smart, e di conseguenza si risparmiano molte risorse. [video]

Per quanto riguarda il dibattito sugli open data, i dubbi principali riguardano la capacità della società di usare bene quei dati. Ci sono vari problemi: in primo luogo il conservatorismo dei detentori dei dati, dall'altra parte la difficoltà di lettura ed interpretazione dei dati stessi. E' necessario infatti avere un minimo di data literacy per saperli leggere e usare in maniera ottimale. [video]

Se, tuttavia, si riuscisse a creare una classe di giornalisti, professionisti dell'informazione, che siano in grado di leggere i dati e di scrivere storie convincenti a partire da questi, allora avremmo qualcosa che confina quasi con la ricerca sociale. Ma soprattutto si riuscirebbe a spostare l'attenzione del pubblico dal pettegolezzo, e riportarla a cose che hanno più influenza nelle nostre vite. Non è infatti il gossip, ma variabili economiche quantificabili e quantificate, che però noi non sappiamo leggere. [video]

I dati dunque sono proprietà dei cittadini, ma bisogna distinguere tra dati statistici, che vengono raccolti per essere dati ai cittadini e ai ricercatori, e dati di funzionamento, che invece vengono raccolti per altri fini. Tuttavia, una volta raccolti possono generare valore di altro tipo: in tutti i casi comunque sono pagati con le tasse dei cittadini. [video]

Infine Alberto ha sottolineato l'importanza di sfruttare questi dati per il miglioramento della PA: se una volta recuperare informazioni e fare le relative analisi era dispendioso in termini di tempo e denaro, ora è possibile recuperare i dati in 30 secondi, fare un'analisi in 20 minuti e farne una più approfondita in 2 ore. Un ottimo potenziale per migliorare la vita di tutti i cittadini.

Some time ago we had the pleasure of interviewing Alberto Cottica, economist and expert of open data: we talked about the situation of open data in Europe at the moment, and in what way the use of the data will evolve in business and in the PA.

First of all we asked in what way it is possible to avoid that sharing and partecipative collaboration turn into a theft of ideas, without any kind of recognition for the people who have created something: Alberto believes that the Internet environment, if well designed, takes care of the matter in a natural way. Under every shiny software there's a log file, that keeps record, unless the user is anonymous, of all the changes that are made.

In case of contestation, if someone copies something, the log file is there to testify that the idea was originally of one person and not the other. Of course, everything becomes more complicated when there's money involved, and power feuds between the two parts. [video]

We asked Alberto what is at the moment the situation of open data, and in his opinion it's great, and never been better. The world is divided in two parts: the United States, that have been the prime mover, and the rest of the world. The "rest of the world" is going with joy and determination towards open data, which are surely an idea destined to have great success at least for a few years. The reasons are simple: they don't cost almost anything, they have an intuitive interpretation and put value into expenses that have already been done by the PA. Furthermore, they are great at being measured with objective evaluation indicators, numbers that are easily spent by administrators who need to show citizens that work is being done. [video]

The United States are in a phase of cooling down: they've approached open data in a IGP growth optic, not the increase of transparency and intelligence of the government. They hoped open data would be at the base for business ecosystems that would have created work and wealth, but unfortunately things haven't gone exactly as planned. [video]

We asked Alberto whether he believes the trend will be the same for the rest of the world: he thinks that it is very possible that in the long term it will become the propeller of a mutant economical system, different from what we know today, but it is also true that a political cycle lasts 2 years, and much will depend on how the debate will be put together. Alberto defends the idea that open data should be done because it is right, and not expecting immediate wealth: the advantage is that the PA becomes smarter, and therefore manages to waste less and save more resources. [video]

As for the debate on open data, the major doubts regard the ability of society of using that data well. There are several problems: first of all the conservatorism of the data owners, on the other side the difficulty of reading and interpretation of the data itself. It is necessary to have a minimum of data literacy to be able to read them and use them adequately. [video]

If, however, a new class of journalists is created, people who are professionals of information, that are capable of reading data and writing convincing stories starting from it, then we'll have something that almost confines with social research. But of course we could shift the attention of the audience from gossip to things that have more impact on our lives. It's not gossip that has impact, but economical variables that are quantifiable and quantified, but that we are unable to read. [video]

The data are property of citizens, but we must distinguish between statistical data, that are gathered in order to be given to citizens and research, and functional data, that are gathered for other purposes. However, once the data is gathered, they can generate value of other kind: in both cases they are paid for with the taxes of the citizens. [video]

Finally Alberto has underlined the importance of exploiting these data to better the PA: if once it was extremely difficult to get information and make analyses on them was costly in terms of time and money, now it is possible to download data in 30 seconds, make a first analysis in 20 minutes and a more structured one in 2 hours. Which is great potential to make the citizens' life easier and better.

#Mafia ed #elezioni2013: programmi elettorali e criminalità organizzata



Nella sua tappa milanese della campagna elettorale Matteo Renzi ha riservato una citazione a Giorgio Ambrosoli, commissario liquidatore della Banca Privata Italiana di Michele Sindona, freddato da un killer l’11 luglio del 1979. 

Un grande milanese, una grande personalità nazionale e internazionale quella di Giorgio Ambrosoli. Un onesto, con la cultura della correttezza e del suo lavoro.

Una di quelle storie però dimenticate, spesso finite in soffitta e impolverate, volutamente dimenticata dalla Milano rampante che frequentava lo studio di quel Sindona. Il “salvatore della lira”, il “mago delle tasse”, che morì nel carcere di Voghera per un caffè al cianuro dopo essere stato condannato come mandante dell’omicidio Ambrosoli, e ritenuto in contatto e curatore degli interessi di Cosa Nostra.

Ecco. Fa bene Renzi a toccare la corda Ambrosoli a Milano, una figura in cui qualunque elettorato borghese e non dovrebbe riconoscersi, peccato che queste citazioni rimangano sempre in superficie. Saremo brevi e concisi dopo un preambolo necessario. Parliamo di programmi elettorali e criminalità organizzata.

Me li sono spulciati oltre il “Control+F” per fare la ricerca di una parola singola. Li ho letti perché non tutti chiamano le cose con il loro nome e spesso ci si gira intorno. Il risultato è che nei programmi elettorali questa criminalità organizzata è grande assente, pur rientrando in tanti aspetti della vita quotidiana, dalla sicurezza pubblica al lavoro, dallo sviluppo economico alla giustizia passando per le buone pratiche all’interno della Pubblica Amministrazione.

Ebbene, come ho avuto modo di osservare già sul blog che seguo per Linkiesta, Pizza Connection, tra i programmi dei candidati alle primarie e quello di Beppe Grillo al tema è dedicato davvero poco spazio e poca menzione. Eppure quando si parla di tagli, per esempio, alle sezioni della Direzione Investigativa Antimafia, tutti pronti a indignarsi. Una indignazione però senza seguito.

Nel programma di Renzi troviamo sotto il punto "Garanzia della sicurezza" al punto 10 del programma, comma d:

Affrontare le nuove forme della criminalita’ organizzata.Gli strumenti utilizzati per combatterla sono tradizionalmente strumenti di ordine pubblico espesso emergenziali. In particolare la questione dell’infiltrazione mafiosa nell’economia reale è fenomeno da presidiare. Per mettere in campo progetti innovativi e cogliere la mutevolezza dei fenomeni in questo campo avrà un ruolo strategico la valorizzazione di esperienze di indagine condotte in alcuni contesti e la sperimentazione di osservatori locali finalizzati a leggere in maniera integrati i dati rilevanti in possesso dei vari attori istituzionali (Procure, Prefetture e Forze di Polizia, Amministrazioni locali).

Una decina di righe, ma rimane l'unico a evidenziare "la questione dell'infiltrazione mafiosa nell'economia reale".

Tra gli intenti di Bersani si legge che il suo PD intende dare

sostegno più concreto agli organi inquirenti e agli amministratori impegnati contro mafie e criminalità, vero piombo nelle ali per l’intero Paese

Stop. Come, dove e perchè sono problematiche che non ci devono sfiorare. Il tutto sotto il titolo 2 "Democrazia". Insomma, questo "piombo nelle ali del Paese", altro non è che un "piombo" a cui dedicare tre righe.

Tra le sette proposte di Vendola quello del crimine organizzato, salvo un passaggio nella parte dedicata all’agricoltura, è un problema pressoché mai trattato, così come alla outsider per le primarie del centrosinistra Laura Puppato.

Spostandosi a destra, la Lega prova a fare una proposta concreta, ma confina il tutto nella pratica del soggiorno obbligato, dimostrando di faticare ancora a comprendere come ormai i “Lumbard” non siano solo vittime del cancro mafioso, ma spesso complici. Una proposta quindi con la pretesa di essere concreta ma già fuori dalla storia.

Nel Pdl invece, si sciorinano numeri su numeri di quando al dicastero c’era Roberto Maroni (Lega) che arrestava "otto latitanti al giorno". Dimenticandosi però di provare a fare qualche proposta per il futuro, nonostante gli input siano arrivati anche quando al governo c’era ancora la stessa armata Brancaleone di berlusconiana memoria.

Eppure per scrivere qualche pagina di programma dedicata al contrasto alla criminalità organizzata facendo qualche proposta concreta, sarebbe bastato andarsi a leggere, prima di tutto la relazione annuale dell’Agenzia Nazionale dei Beni Sequestrati e Confiscati. Dove si rileva il problema della carenza di personale e delle imprese confiscate o sequestrate troppo spesso destinate a morire e di conseguenza a far perdere posti di lavoro. Leggere qualche riga della Corte dei Conti, magari provando a mettere in prospettiva una vera legge anticorruzione (con reati veri e non quelli a metà previsti da quello attuale) e intervenire sul codice antimafia laddove sono stati lasciati buchi imperdonabili nella legislazione sugli appalti e subappalti. Senza dimenticare proprio che dal prossimo anno si inizierà a fare sul serio con le gare di Expo2015, un evento tutt’altro che al riparo dagli appetiti mafiosi. Così come più riguardo per i cosiddetti "whistleblower", cioè coloro che denunciano malaffare all'interno delle società pubbliche o private. Un termine che quando impareremo a conoscere sarà già troppo tardi.

Mafia and 2013 elections: elections programs and organized crime

In the Milan stop of his elections campaign, Matteo Renzi has saved a quote for Giorgio Ambrosoli, liquidator commissioner of the Italian Private Bank of Michele Sindona, killed on July the 11th 1979. A great Milanese, a great national and international personality, Giorgio Ambrosoli. An honest man, with a culture for being correct and of his work.

One of those stories that have been forgotten, often ended up in an attic, filled with dust, willingly forgotten by the roaring Milan that used to be in Sindona's study. The savior of the Lira, the magician of taxes, who died in a prison of Voghera because of a cup of coffee with cyanide after being condemned as the mandator of the Ambrosoli homicide, and considered to be in contact and curator of the interests of Cosa Nostra.

So. Renzi is right to touch the Ambrosoli note in Milan, a figure with which any voter should identify, too bad that these words too often remain on the surface. We will be short and concise after this necessary introduction. Let's talk about the elections programs and organized crime.

I read them beyond the simple Control+F to look for one word. I read them because not everyone calls things with their names and often they keep going around things instead of going to the point. the result is that in the elections programs this organized crime is often absent, even though it enters so many aspects of daily life, from public safety to work, from economical development to justice, and the good practices inside the PA.

So, as I have already observed on the blog I follow for Linkiesta, Pizza Connection, among the programs of the candidates to the primaries and that of Beppe Grillo the topic is given little space and little mention. And yet when we talk about cuts, for example, to the sections of the Antimafia Investigative Direction, everyone is ready to protest. A protest that has no consequence, though.

In Renzi's program we find under the point "Guarantee of safety" at the tenth point of the program, comma d:
Facing the new forms of organized crime.
The tools used to fight it are traditionally tools of public order and often emergency means. In particular the matter of the mafia infiltration in the real economy is a phenomenon to take care of. In order to put on the field innovative projects and understand the rate of change of phenomena in this field the valorization of experiences of inquiry in some contexts and the experimentation of local observers aimed to read in an integrated fashion the relevant data that the various institutions possess, will have a strategic role.

Ten lines, but he's the only one to give attention to the "matter of mafia infiltration in the real economy".

Among Bersani's intentions, we can read that his PD will give

a more concrete support to the inquiring organs and the administrators who are fighting against mafia and criminality, true lead for the wings of the entire country

Stop. How, where and why are problems that must not touch us. All is included in the Title 2, "Democracy". So, this "lead for the wings of the country", is nothing more than some "lead" that only deserves 3 lines.

Among Vendola's seven proposals, that of organized crime, except for a passage in the part dedicated to agriculture, is a matter that is almost never treated, and the same is true for the outsider for center left primaries Laura Puppato.

Shifting to right, Lega tries to make a concrete proposal, but confines everything in the practice of obliged residency, proving that they still have difficulties understanding that the Lombardy people are not only the victims of the mafia cancer, but often its accomplices. A proposal that wants to be concrete but that is already outside history.

In the PDL there are numbers above numbers about when Roberto Maroni was at the dicastery and he arrested "eight fugitives a day". Forgetting to make some proposals for the future, in spite of the fact that inputs came even when the same Brancaleone army of Berlusconian memory was still at the government.

And yet, in order to be able to write a few pages of program dedicated to contrasting organized crime doing some concrete proposals, it would have been enough to go read the annual report of the National Agency of Sequestered and Confiscated Goods. Where we find the problem of the lack of personnel and of companies confiscated or sequestered too often destined to die and consequently causing jobs to be lost. Reading a few lines of the Count Court, perhaps trying to put in perspective a true anticorruption law (with true crimes and not the half ones indicated by the current one) and doing something on the antimafia code, where some unforgivable holes have been left on the legislation of contracts and subcontracts. Without forgetting that from next year we'll start doing things for real for the Expo2015, an event that is all but outside mafia appetites. As more respect for the so called "whistleblowers", those who signal unregular affairs inside public or private companies. A term that we will start to be familiar with when it will already be too late.

#spendingreview: perché serve e perché non basta



Si è parlato molto del provvedimento prodotto dal Governo Monti sulla revisione della spesa pubblica, diversamente noto come spending review. Ho tentato di fare il punto sul decreto legge montiano, cercando di entrare nel merito sul perché sia necessario e del perché potrebbe non essere sufficiente.

● Cos'è la Spending Review?

Con l'inglesismo spending review (più semplicemente, revisione della spesa pubblica) si identifica quel processo volto a migliorare l'efficienza e l'efficacia della macchina statale nella gestione della spesa pubblica attraverso la sistematica analisi e valutazione delle strutture organizzative, delle procedure di decisione e di attuazione, nonché dei singoli atti all'interno dei programmi, e ovviamente dei relativi risultati. In ogni caso ha senso se analizza realmente più il come si spende che il quanto.

Significa ad esempio che i capitoli di spesa di uno o più ministeri vengono passati al vaglio per vedere cosa può essere tagliato (entrando nel merito del taglio, da un punto di vista strettamente funzionale), per scoprire se ci sono sprechi o casi di inefficienza. Nel caso italiano la revisione della spesa pubblica investe sia gli acquisti delle amministrazioni centrali (come i ministeri) che di quelle perifiche (come regioni, province e comuni).

In definitiva, il principio dell'operazione dovrebbe essere quello di identificare spese che non contribuiscono a raggiungere gli obiettivi che sono stati affidati alle diverse amministrazioni o che li raggiungono solo in maniera inefficiente, a fronte di spese molto più alte del necessario.

Il nuovo provvedimento, che è stato varato sotto forma di decreto legge, dovrebbe consentire un risparmio iniziale di 4,5 miliardi di euro per quest’anno (questo dovrebbe garantire che l'aumento dell'Iva non avvenga prima del luglio 2013). Salvo cambiamenti, ha spiegato il governo,nel 2013 il denaro risparmiato dovrebbe essere pari a circa 10,5 miliardi di euro.

Già nel 2006 in Italia si era tentata un'operazione di questo tipo con Tommaso Padoa Schioppa, allora ministro dell'Economia e delle Finanze del secondo governo Prodi: fu avviata infatti in via sperimentale dalla legge finanziaria per il 2007 e trasformata successivamente in programma permanente ad opera della legge finanziaria per il 2008. La Finanziaria 2007 creò poi una commissione che si occupasse proprio della finanza pubblica.

«Il passaggio a un bilancio classificato per missioni e programmi – disse Schioppa - pose le premesse sia per una consapevole discussione politica degli obiettivi e delle priorità da realizzare attraverso la spesa sia per una gestione responsabile delle risorse da parte delle amministrazioni». In quell'anno, rivendicò l'allora ministro, queste analisi permisero un risparmio di 700 milioni di euro.

La razionalizzazione della spesa pubblica è comunque un processo che è stato già avviato anche in altri paesi, come il Regno Unito, il Canada, l'Olanda, la Nuova Zelanda e la Francia (quest'ultima fece la sua prima operazione di revisione della spesa pubblica nel 2008 con l'operazione la Revue Générale des Politiques Publiques).

 Aumento dell'Iva (forse) nel 2013?

Per cancellare definitivamente lo spettro dell'Iva, serviranno altri 6,7 miliardi di euro sia per il 2013 che per gli anni successivi. A quest'obiettivo sarà finalizzata la revisione delle cosiddette «tax expenditures» ovvero 720 regimi «speciali» che costano ad oggi 260 miliardi di euro l'anno. A definire cosa e soprattutto quanto tagliare, tenendo conto che gran parte di queste agevolazioni sono comunque difficilmente eliminabili (basti pensare alle detrazioni per il lavoro dipendente, le pensioni, i carichi di famiglia, la casa, i mutui, le spese sanitarie), sarà la Legge di Stabilità per il 2013 che il governo (Monti, se ci sarà ancora) presenterà ad ottobre e che dovrà essere approvata comunque entro l'anno. 

 I tagli previsti nel provvedimento

Il testo del decreto non presenta grosse novità rispetto alle indiscrezioni che erano circolate fino a qualche settimana fa. Sono stati infatti confermati la stretta sugli acquisti di beni e servizi, i tagli ai ministeri (4,5 miliardi nel 2012-2013), quelli agli enti locali (7,2 miliardi), la manovra sulla sanità (meno 3 miliardi) e quella sul pubblico impiego, nonostante i sindacati continuino a minacciare, per settembre, uno sciopero generale.

Fortunatamente l'operazione di doverosa pulizia e riorganizzazione, soprattutto dei piccoli enti pubblici, sarà un po' più incisiva di quella che si era prospettata finora, con l'accorpamento di Isvap e Covip in un nuovo istituto di vigilanza sulle assicurazioni e il risparmio previdenziale, l'Ivarp, e la definitiva soppressione dell'Ente per il Microcredito, l'Associazione Luzzatti, la Fondazione Valore Italia e Arcus spa, le cui funzioni saranno assorbite dai ministeri vigilanti.

Tra le novità importanti del decreto vi sono le norme che prevedono l'avvio dall'anno scolastico 2012-2013 con la pagella e del registro scolastico elettronico, la riduzione del 5% dei compensi degli organi delle autorità portuali, ma anche l'eliminazione dell'obbligo di riduzione a tre per i consiglieri d'amministrazione delle Spa pubbliche non quotate; c'è inoltre il rinvio della riorganizzazione del Cnr, dell'Istituto di Fisica Nucleare e dell'Istituto di Geofisica e Vulcanologia.

Revisione gestione acquisti:
Si introduce finalmente un principio chiaro sulla gestione degli acquisti nella PA: salvo non siano state trovate condizioni più vantaggiose, per la Pubblica Amministrazione sono validi solo i contratti attivati tramite Consip, la società che funziona come “centrale acquisti” del ministero dell’Economia, fatto salvo il settore sanitario che resta escluso e ha già un suo regolamento. Nel caso dei contratti già in vigore, le amministrazioni possono tirarsi indietro se i fornitori non adeguano le loro prestazioni alle migliori condizioni previste dalla Consip.

Revisione gestione spese:

I ministeri applicheranno già da quest’anno sistemi di riduzione della spesa per quanto riguarda l’acquisto di beni e servizi. In particolare sia per i ministeri che per gli enti statali sono previsti tagli per 1,5 miliardi quest’anno e per 3 miliardi nel 2013. I trasferimenti dello Stato alle Regioni si riducono di 700 milioni di euro quest’anno e di 1 miliardo di euro nel 2013, fatta eccezione per le risorse necessarie per la sanità.

Patrimonio PA:
Fino al 2014 non sarà applicato l’aggiornamento dell’indice ISTAT per gli edifici in affitto della pubblica amministrazione, il locatore avrà la facoltà di recedere dal contratto. È inoltre prevista la rinegoziazione dei contratti per ottenere una riduzione del 15% sull'affitto. Gli spazi usati come uffici dalle amministrazioni saranno ridotti: in quelli nuovi sono previsti tra i 12 e i 20 metri quadrati per addetto, in quelli vecchi tra i 20 e i 25 metri quadrati. Saranno anche ridotti gli spazi per gli archivi. Sarà accelerato il sistema per la vendita degli appartamenti di servizio di proprietà dell’Esercito.

Tagli al personale:

Nell'infografica de Linkiesta.itsi evince l'attuale situazione del personale della PA italiana. La prevista riduzione del personale nella pubblica amministrazione non riguarda la scuola, la sicurezza, i soccorsi e la magistratura. I ministeri dovranno ridurre del 20% il numero dei dirigenti e del 10% i dipendenti. È previsto anche l’obbligo di razionalizzare le risorse, riordinando le competenze ed eliminando le duplicazioni. Per le Forze armate è prevista una riduzione degli organici di almeno il 10%. I dipendenti in eccesso della pubblica amministrazione potranno usufruire del prepensionamento, a patto di avere maturato i requisiti necessari prima che entrasse in vigore la riforma delle pensioni. In alternativa il dipendente potrà andare in mobilità per due anni con l’80% dello stipendio e rimarrà senza impiego se non sarà stato collocato in un’altra amministrazione. Il personale della pubblica amministrazione deve andare in ferie: non è possibile lavorarle in cambio di trattamenti economici ulteriori.

Benefit PA:
Per le auto della pubblica amministrazione (sicuramente note ai più come “auto blu”) è richiesta a partire dal 2013 una riduzione della spesa pari al 50% rispetto a quanto si spendeva nel 2011. La regola comunque non si applica o si applica con eccezioni per i mezzi di soccorso e di sicurezza. Per quanto riguarda i buoni pasto della pubblica amministrazione, questi non potranno superare il valore di 7 euro per buono, anche per i dirigenti.

Società pubbliche:

I consigli di amministrazione delle società a totale controllo pubblico dovranno avere solo tre membri, e due di questi dovranno essere dipendenti dell’amministrazione che detiene la partecipazione nell’azienda (o della società controllante in caso di partecipazione indiretta): è possibile capire gli effetti attraverso il grafico de Il Sole 24 Ore qui a fianco. Dal 2014 la pubblica amministrazione dovrà procedere all’acquisto di beni e servizi sul mercato tramite sistemi che tutelino la concorrenza, come previsto nel “Codice appalti”.

Province:
La riduzione delle province è prevista, sulla base della dimensione territoriale e del numero di abitanti, ma sarà affrontata con un provvedimento a parte entro dieci giorni dall’entrata in vigore del decreto sulla spesa. All'accorpamento e riduzione si giunge attraverso una procedura che vede il ruolo attivo degli Enti territoriali. Il Governo trasmette al Consiglio delle autonomie locali, istituito in ogni regione, la propria deliberazione con i criteri. Successivamente, ogni Consiglio approva il piano di riduzione entro 40 giorni. Entro la fine dell'anno sarà completato il piano di accorpamenti.

Ansa - Centimetri ha realizzata un'infografica che riepiloga gli effetti del taglio delle province, previsto dalla spending review, che trovate qui a fianco. I Comuni capoluogo di Regione sono esclusi dagli interventi di accorpamento e riduzione. Le province che «restano in vita» avranno le seguenti competenze: ambiente (soprattutto per il settore discariche); trasporti e viabilità (anche per quanto attiene la costruzione, la classificazione e la gestione delle strade). In attuazione del decreto «Salva Italia», vengono devolute ai Comuni tutte le altre competenze che finora lo Stato aveva attribuito alle province. Entro il 1° gennaio 2014 vengono istituite le Citta metropolitane, dieci in tutto: Roma, Torino, Milano, Venezia, Genova, Bologna, Firenze, Bari, Napoli, Reggio Calabria.Contestualmente, verranno soppresse le relative province.

Istruzione e università:
Le scuole avranno un sistema di tesoreria unica per tutte le risorse finanziarie depositate fino a ora nelle banche private. Il personale docente impiegato nelle scuole italiane all’estero sarà ridotto e razionalizzato. Il trasferimento di 23 milioni di euro alle Regioni eliminerà il problema del costo delle visite fiscali per le scuole. Le università non statali ricevono 10 milioni di euro, la metà di quanto stanziato in passato. Sono previsti 90 milioni di euro in più per il diritto allo studio. 103 milioni di euro sono stanziati per i libri gratuiti nella scuola secondaria di primo grado (le medie, alle elementari ci pensano già i Comuni).

Sanità:
contratti di fornitura nella sanità saranno ridotti del 5 per cento, per quelli già in corso le aziende sanitarie potranno tirarsi indietro nel caso in cui i prezzi applicati siano più alti del 20% rispetto a quelli di riferimento. Sempre in ambito sanitario, verranno ridotti gli organici degli ospedali e tagliati alcuni posti letto, stimati in 18-20 mila: i tagli, a cura delle regioni, verrebbero fatti tramite l’abolizione di primariati ritenuti inutili o ridondanti rispetto alle strutture già esistenti negli stessi ospedali. Lo sconto obbligatorio applicato per la sanità pubblica aumenta già quest’anno: le farmacie dovranno applicarne uno pari al 3,85 per cento (prima era 1,82%) e le aziende farmaceutiche sconteranno del 6,5% (prima era 1,83 per cento).

 Le nuove spese previste dal provvedimento

Buona parte delle risorse ricavate da questa prima fase della spending review saranno destinate al finanziamento di spese che non erano ancora coperte nel bilancio dello Stato. Già solo per il 2013 ci sono circa un miliardo per le missioni di pace, 400 milioni per il 5 per mille e altri 400 per l'autotrasporto, 103 milioni sono per i libri gratuiti di testo e 90 per le Università private, oltre ovviamente al rifinanziamento per 700 milioni del cosiddetto Fondo Letta (necessario a bilanciare i tagli agli enti locali) e al fondone di Palazzo Chigi per eventuali imprevisti. Infine ci sono circa 1,2 miliardi di euro, a partire dal 2013, per coprire i costi dei nuovi 55 mila «esodati» emersi dalla verifica incrociata Inps/Istat post riforma Fornero.

 Effetti della spending review, in cifre

Il Sole 24 Ore mostra un riepilogo in cifre degli effetti della spending review (riportato di seguito), che riassume quanto detto finora. I numeri dimostrano come in realtà si tratti di un provvedimento epocale nelle politiche di bilancio del nostro Paese, per quanto ci si aspettasse comunque qualcosa di decisamente più ambizioso. Si tratta in ogni caso di un primo passo volto a razionalizzare la spesa pubblica:

 Doverose conclusioni

Ci si aspetta per i primi giorni di agosto una nuova fase della spending review che si concentri sulla revisione e sulla riforma degli incentivi alle imprese, affidata al commissario Francesco Giavazzi, e in particolare sul finanziamento dei partiti, affidata al commissario Giuliano Amato. Nel mese di ottobre, con la Legge di stabilità, arriverà finalmente la riforma delle agevolazioni fiscali, finalizzata all'operazione Iva (che dovrebbe rimandare definitivamente l'innalzamento della stessa a Luglio 2012). Se dovessero restare ulteriori risorse raccolte attraverso i primi tagli, parte di esse potrebbero essere destinate alla riduzione delle tasse sulle compravendite immobiliari (necessarie a far ripartire il mercato immobiliare in forte contrazione). Stabilita con l'Imu la tassazione del possesso, come annunciato da Corrado Passera in Parlamento, non ha più molto senso mantenere alta l'imposizione sulle compravendite.

In ogni caso la spending review non sarà sufficiente a risanare il bilancio dello Stato e soprattutto a risollevare le sorti dell'economia nazionale senza le opportune misure, tanto promesse dal Governo Monti, orientate alla crescita, che diano finalmente respiro alle imprese e soprattutto stimolino i consumi (attualmente in caduta libera). Senza tali azioni sull'economia reale sarà difficile contenere gli effetti recessivi dei provvedimenti montiani finora messi in pista e contenere gli effetti distruttivi dell'attuale fase economica in evidente contrazione (anche come conseguenza della crisi finanziaria), e più in generale volte a calmierare la già veloce crescita degli indici economici negativi (come la disoccupazione) e alla attualmente irrefrenabile decrescita degli indici economici positivi (come il PIL). Se si arrivasse alle elezioni politiche ancora con queste incertezze, il dissesto economico potrebbe davvero essere inevitabile.

Spending review: why it is necessary and why it might not be enough

There has been a lot of talk about the decision of the Monti Government on the spending review. I tried to analyze the law decree, in an attempt to explain why it is necessary and why it might not be enough.

What is the spending review?

The spending review is the process aimed to better the efficiency of the state "machine" in the management of public expenses through the systematic analysis and evaluation of organizative structures, of decision and activity procedures, but also single acts inside programs, and obviously the related results. In any case it makes sense if it analyzes really how the expenses are done, rather than how much is spent.

For example it means that the expense chapters of one or more ministeries are searched to see what can be cut down (analyzing the specific situation, from a strictly functional point of view), to discover whether there are cases of inefficiency or waste. In the Italian case, the spending review influences both the purchases of central administrations (such as ministeries), and those of periferal ones (such as regions, provinces and cities).

In the end, the the principle behind the operation should be the identification of those expenses that do not contribute to reaching the goals that have been given to the administrations, or that do reach them but in an inefficient manner, with expenses much higher than necessary.

● Short story of the spending review

The Italian spending review, conceived by the Monti government, is presented at the Minister Council n. 38, on the 6th of July 2012.

The new document, which has been made into a law decree, should allow an initial saving of 4,5 billion euro for this year (which should guarantee that the VAT increase won't happen before July 2013). Unless there will be any changes, the government explained, in 2013 the saved money should be around 10,5 billion euro.

Already in 2006 in Italy there had been an attempt at an operation like this with Tommaso Padoa Schioppa, who was then Minister of Economy and Finance of the second Prodi government: it was experimentally started by the financial law for 2007 and subsequently transformed in permanent program by the financial law for 2008. The Financial Law 2007 created a commission that was supposed to deal with public finance.

"The passage to a report classified by missions and programs - sayd Schioppa - put the premises both for an aware political discussion on the goals and priorities to realize through the expense, and for a responsible management of resource on behalf of the administrations." In that year, said the Minister, these analyses allowed to save 700 milion euro.

The rationalization of the public spending is a process that has been started in other countries as well, such as the UK, Canada, the Netherlands, New Zealand and France (which did its first operation of spending review in 2008 with the operation called "La Revue Générale des Politiques Publiques").

Increase of VAT (maybe) in 2013?

To definitively avoid an increase of VAT, another 6,7 billion euro will be necessary each year, starting with 2013. To reach this goal, there will be a revision of the so called "tax expenditures", which are 720 special regimes that today cost 260 billion euro a year. Defining what and how much to cut, considering that most of these facilitations cannot be eliminated (just think about the employed work detractions, retirements, family loads, houses, mortgages, sanitary expenses), will be the Stability Law for 2013 that the Government (Monti, if he'll still be there) will present in October and that will have to be approved before the end of the year.

The cuts

The text of the decree doesn't contain great news compared to the indiscretions that had been around until a few weeks ago. The cuts on the purchase of goods and services have been confirmed, along with the cuts to ministeries (4,5 billion in 2012 - 2013), those to local entities (7,2 billion), the sanitary maneuver (3 billion less), and that on public jobs, although the unions are still threatening a general strike in September.

Fortunately the operation of rightful cleanup and riorganization, especially of small public entities, will be a bit more incisive than what has been expected, with the union of Isvap and Covip in a new institute of vigilance on insurances and previdential savings, the ivarp, and the definitive elimination of the Entity for Microcredit, the Luzzatti Association, the Fondazione Valore Italia and Arcus spa, and their functions will be absorbed by the vigilant ministeries.

Among the important news of the decree there are the norms that imply the start of the school year 2012 - 2013 with the electronic school register and marks book, a reduction of 5% of the salaries of portuary authority organs, but also the elimination of the obligation to reduce to three the council members of public, unquoted Spas; furthermore, there will be a delay in the riorganization of the Cnr, of the Nuclear Physics Institute and of the Institute for Geophysics and Vulcanology.

Revision of the purchase management:

A clear principle on the management of purchases in the PA is finally introduced: unless more advantageous conditions are found, for the Public Administration only the contracts activated through Consip are valid, the society that works as a "purchase central" of the Economy Ministery, except for the sanitary sector that already has its own rules. In the case of already existing contracts, the administrations can recede if the suppliers don't adequate their services to the best conditions that Consip offers.

Revision of the expense management:

The ministeries will apply, starting this year, systems of reduction of expenses for the purchase of goods and services. In particular, both for ministeries and state entities there are cuts for 1,5 billion this year and for 3 billion in 2013. The financing of Regions by the State are reduced of 700 milion this year and of 1 billion euro in 2013, except for those resources that are necessary for sanitary needs.

PA Patrimony:

Until 2014 the update of the ISTAT index for buildings rent by the PA won't be applied, the locator will have the opportunity to recede the contract. Furthermore, the renegociation of the contracts will occur, in order to obtain a 15% reduction on rent. The space used as offices by the administration will be reduced: in the new ones there will be between 12 and 20 square meters for each employee, in the old ones between 20 and 25. The space destinated to archives will also be reduced. The system for selling the service apartments belonging to the Army will be accelerated.

Cuts to personnel:

In the infographic by Linkiesta.it we can see the current situation of the Italian PA personnel. The reduction of personnel in the PA doesn't include school, safety, help and the judiciary. THe ministeries will have to cut the number of executives by 20% and the number of employees by 10%. The exceeding employees of the PA will be able to get a pre-retirement, if they have matured the necessary years before the retirement reform was done. Alternatively, the employee will be able to go in mobility for two years with 80% of the salary and will remain unemployed if not collocated in another administration. The PA personnel must go on vacation: it won't be possible to work them in exchange for further payment.

PA benefits:

For the public administration cars (surely known to most as "blu cars"), starting 2013 will be requested a reduction of the expense of 50% compared to what has been spent in 2011. The rule doesn't apply or applies with exceptions for help and safety cars. As for lunch tickets for PA, they can't have a value of over 7 euro per ticket, even for executives.

Public Societies:

The CDAs of companies at total public control will only have three members, of which 2 will have to be employees of the administration that detains the participation in the company itself (or of the controlling company in case of indirect participation): it is possible to understand the consequences thanks to the infographic of Il Sole 24 Ore displayed above. Starting with 2014, the PA will have to proceed to the purchase of goods and services on the market through systems that protect competition, as stated in the Contracts Code.+

Provinces:

The reduction of provinces is going to be actuated on the base of territory dimension and the number of inhabitants, but will be dealt with in another document, ten days from the validation of the expense decree. The inglobation and reduction is achieved through a procedure that sees the active role of territorial entities. The Government sends its deliberation with the criteria to every Counsil of local autonomies, instituted in each region. Afterwards, each Counsil approves the reduction plan in 40 days. Before the end of the year the inglobation plan will be completed.

Ansa - Centimetri has made an infographic that briefly summarizes the effects of the reduction of provinces, included in the spending review, that you can find above. The Regional Capital cities are excluded from the interventions of inglobation and reduction. The provinces that stay alive will have the following duties: environment (especially for the dumpsters issues); transportation and viability (but also building, classification and management of streets). In actuation of the Salva Italia decree, all other duties that the State had given to provinces will be switched to municipalities. Until the 1st of January 2014 the Metropolitan Cities are instituted, ten in total: Rome, Turin, Milan, Venice, Genua, Bologna, Florence, Bari, Naples, Reggio Calabria. At the same time the provinces will be eliminated.

Teaching and university:

Schools will have a new unified treasury system for all financial resources that until today have been depositated in private banks. The teaching personnel employed in Italian schools abroad will be reduced and rationalized. The transfer of 23 milion euro to the Regions will eliminate the problem of the cost of fiscal visits for schools. The non public universities will receive 10 milion euro, half of what has been given in the past. 90 milion euro more are going to be given for the right to study. 103 milion euro for free books in secondary school.

Sanity:

The suppliance contracts in sanity will be reduced by 5%, and for those that are already active the sanitary companies will be able to recede if the prices are more than 20% higher than the reference ones. In the sanitary field the organics will be reduced from hospitals, and quite a few places, about 20.000. The cuts, responsibility of regions, will be done through the elimination of primary medics that are considered useless or redundant for the structures already present in the same hospitals. The compulsory reduction applied for public sanity will increase this year: farmacies will have to apply it at 3,85% (before it was 1,82&) and farmaceutical companies will have to apply a 6,5% discount (which before was 1,83%).

● The new expenses in the decree

Great part of the resources obtained from this first phase of the spending review will be destined to financing expenses that were still not covered by the State. Just for 2013, there is one billion for peace missions, 400 milion for 5 per 1000 and other 400 for transportation, 103 for free textbooks and 90 for private universities, along with the refinancing for 700 million of the so called Fondo Letta (necessary to balance the cuts to local entities) and the fund of Palazzo Chigi for any unexpected expenses. Finally there are about 1,2 billion euro, starting 2013, to cover the costs of the new 55.000 "esodati", emerged from the cross checking Inps/Istat done after the Fornero reform.

● Effects of the spending review, in numbers

Il Sole 24 Ore shows a summary in numbers of the effects of the spending review, that synthetizes all that has been said so far. The numbers prove that in reality it is an epic decision in the spending politics of the country, even though we did expect something more ambitious. It is in any case a first step in the direction of a rationalization of public expenses.

● Conclusions

For the first days of August we are expecting a new phase of the spending review that concentrates on the revision and reform of incentives to companies, which has been Commisary Francesco Giavazzi's responsibility, and in particular on the financing of parties, responsibility of Commisary Giuliano Amato. In October, with the Stability Law, there will finally be a reform of financial facilitations, aimed to the VTA operation (which should definitely delay its increase in July 2013). Should there still be any resources gathered through the first cuts, part of them could be destined to the reduction of taxes on house sales (necessary to make the housing market restart, since it is in fierce reduction). Having establish a tax on possession with the IMU, as announced by Corrado Passera in Parliament, it doesn't have much sense to tax the actual selling process.

In any case the spending review will not be sufficient to sane the State review and especially to better the national economy without the necessary measures, promised by the Monti Government, oriented to growth, that can finally give some breath to companies and most of all stimulate purchase (currently in free fall). Without these actions on real economy it will difficult to contain the recessive effects of the Monti decisions that have been taken and applied until now, and contain the distructive effects of the current economic phase in strong contraction (also as a consequence of the financial crisis), and more in general intended to calm the already fast growth of negative economical indexes (such as unemployment) and the currently unstoppable deflating of positive economical indexes (such as GDP). Should we arrive at the political elections still in this situation of uncertainty, the economical trouble could be inevitable.
