I burattinai della Rete che dominano l'infosfera



In queste ultime settimane le principali discussioni condivise tra gli esponenti più seguiti del web sono relative all’Agenzia Digitale e allo sviluppo dell’ecosistema delle Startup. Si tratta di discussioni estremamente importanti e che fanno bene al nostro Paese, nei casi in cui esse siano supportate da studi approfonditi o esperienze concrete, funzionali alla generazione di valore condiviso.

In altri casi, purtroppo, le discussioni degenerano in una gazzarra di memi lanciati con la volontà esclusiva di  generare audience, followers e retweet capaci di alterare la visibilità dei propri “giardini recintati”: post su blog, profili Facebook e stream di Twitter ad uso e consumo dei cervelli svuotati che cliccano su “mi piace” o  pubblicano commenti  senza approfondire i reali temi delle discussioni.

A molti utenti della Rete sfugge tuttavia una visione più ampia del futuro di internet e delle sue applicazioni. Prigionieri delle discussioni in tempo reale indotte dall’infosfera nella quale tutti noi siamo immersi, rischiamo di perdere la capacità di osservare con occhio più distaccato cosa avviene intorno a noi. Temo che la miopia indotta da una visione non olistica delle istanze della Rete, oggi così assorta nelle discussioni su temi decisamente attuali ma anche fortemente locali, non ci sta facendo accorgere che i burattinai di internet stanno per tessere le trame del web per il XXI secolo. E scusate se è poco…

In pratica, non riusciamo a vedere cosa sta per accadere al di sopra del nostro naso, e in particolare le decisioni che tra poche settimane saranno prese da chi governa le infrastrutture dove scorre la linfa vitale del Web.

Dal 3 al 4 dicembre 2012 si terrà a Dubai la Conferenza Mondiale sulle Telecomunicazioni Internazionali (WCIT-12). Questa conferenza rivedrà alcuni aspetti fondamentali dei regolamenti internazionali sulle telecomunicazioni: si tratta di un trattato globale vincolante che definisce i principi che governano il modo in cui sono gestite le attività di telecomunicazione, comprese quelle online. L’ultima volta che furono rinegoziate le regole fu a Melbourne, in Australia, nel 1988. E’ chiaro che, alla luce delle evoluzioni della network society, sia necessario aggiornare i regolamenti internazionali.

Si giocherà, insomma, la partita per il dominio della Rete. Al suo interno, come afferma Luca Mainoldi sul quaderno speciale di  Limes “Media come armi”, si confronteranno due vasti schieramenti, che difendono idee diverse sui principi che sottendono alla libertà del Web.

Da un lato gli Stati Uniti e alcuni loro alleati, che intendono mantenere il regime multi-stakeholders che oggi regola la gestione di internet; dall’altro le diverse potenze non occidentali, che intendono contrastare la strategia americana volta alla full spectrum dominance tramite l’affermazione del principio della information security, imponendo cioè un controllo multi governativo basato su organizzazioni collegate all’ONU come l’ITU – International Telecommunications Union.

Prima di chiederci quale sarà il ruolo dell’Italia nello scacchiere geopolitico mondiale del governo della Rete (e sarebbe una interessante domanda da fare al Presidente del Consiglio Monti),  occorre delineare a grandi linee le caratteristiche dei due schieramenti che si affronteranno a dicembre.

Il principio della full spectrum dominance si basa sul principio che le forze USA e i loro alleati debbano mantenere il pieno controllo simultaneo delle cinque dimensioni di interesse strategico:

  • Terra;
  • Mare;
  • Aria;
  • Spazio extra-atmosferico;
  • Cyberspazio.

Il dominio avviene anche attraverso l’uso dello smart power, appoggiando movimenti e dissidenti che promuovono i principi della democrazia  occidentale nei Paesi dove, in questi ultimi due anni, stanno avvenendo rivolte e cambi di regime più o meno sanguinosi: Iran, Tunisia, Egitto, Libia, Siria.

L’utilizzo delle piattaforme web 2.0 e dei social media diventa strategico per il mantenimento della full spectrum dominance. Non tutti sanno che le tecniche utilizzate durante la Primavera Araba, che avevano l’obiettivo di utilizzare tecnologie informatiche per bypassare il controllo agli accessi a internet da parte dei regimi dittatoriali, furono sperimentate già in Moldova nel 2009. E alcuni protagonisti delle rivolte del 2011  hanno partecipato ad appositi corsi di formazione promossi dal Dipartimento di Stato, la Open Society di Soros o il National Endowment for Democracy.

Insomma, il web 2.0 è integrato nelle strategie di Intelligence, psicologiche e militari non solo americane, ma di tutti i Paesi della NATO, compresa l’Italia.

Anche nel nostro Paese, infatti, negli ambienti militari (e non solo) è aperto da anni il dibattito sull’uso dei media (non solo online) come sistema d’arma nell’ambito delle operazioni militari.
Dunque, se da un lato il governo USA, in ambito civile, promuove i principi dell’Internet Freedom, dall’altra supporta lo sviluppo del Cybercommand, incaricato di condurre azioni difensive e offensive nei teatri operativi digitali, attraverso un gigantesco apparato di sorveglianza delle telecomunicazioni mondiali basato sulla National Security Agency.

Alla visione della Full Spectrum Dominance si contrappone la visione appoggiata principalmente dai governi di Russia e Cina, che vogliono imporre una gestione della Rete basata sul principio della information security, stabilendo un controllo internazionale su internet basato sulle capacità di controllo e di supervisione dell’ITU, che è un organismo dell’ONU. L’obiettivo principale della information security è quello di affermare il principio secondo il quale occorre controllare le informazioni trasmesse via Internet che possano minare la stabilità di determinati regimi.

Coerentemente con questa visione la Russia insieme a Cina, Uzbekistan e Tagikistan, ha presentato all’Assemblea Generale dell’ONU un codice di condotta per la sicurezza globale dell’informazione. In pratica, la regolamentazione delle problematiche pubbliche relative a Internet deve rientrare nelle prerogative sovrane degli Stati, e non deve essere delegata ad organismi sovranazionali come Icann e IETF.

A dicembre, con ogni probabilità, si deciderà il destino di internet. E sarà una decisione presa direttamente da quella sovrasfera di potere che ha il potere di decidere fisicamente  se lasciare libera la Rete, imbrigliare lo scambio delle informazioni  o tagliare direttamente via i nodi considerati scomodi o pericolosi per gli interessi strategici di uno o più Paesi.

La domanda che chi vive la Rete ogni giorno dovrebbe farsi è allora: qual è il ruolo dell’Europa, e in particolare del Governo Italiano, in relazione alla Conferenza di Dubai di dicembre? Quali sono i valori e i princìpi che saranno portati all’attenzione della Conferenza?
Mi sembra che il ruolo dell’Europa, oggi così assorta nella risoluzione della più grave crisi finanziaria e politica della Storia moderna, si limiti alla gestione di tre priorità sul web:

  • La lotta al cyber terrorismo;
  • La lotta ai crimini informatici;
  • La tutela dei diritti d’autore

Occorre, insomma, essere coscienti del fatto che a dicembre, con ogni probabilità, sarà deciso:

  • Come garantire (o impedire) la funzione democratica della Rete;
  • Come stabilire limiti alle recinzioni dei suoi servizi imposte dai grandi players privati.

Occhi aperti, dunque.

The puppetmasters of the Web that dominate the infosphere

During these last few weeks the main discussions shared among the most followed figures of the web are about the Digital Agency and the development of the startup ecosystem.

These are extremely important discussions, that are great for our country, in case they are supported by concrete experiences and good stdies, functional to the generation of shared value.

In other cases, unfortunately, discussions degenerate in a Babel of memes that only have the will of generating audience, followers and retweets capable of altering the visibility of the individual "walled gardens": posts on blogs, Facebook profiles and Twitter streams for the benefit of emptied brains that click on "Like" or publish comments without going into the real topics of the discussions.

Many users of the Web lack a wider vision of the future of the Internet and its applications. Prisoners of the real time discussiones induced by the infosphere in which we are all submerged, we risk losing the ability of observing with a detached eye what happens around us. I fear that the miopy induced by a non holistic vision of the web's instances, today so absorbed in the discussions on topics that are definitely fresh but also strongly local, is now making us impossible to see that Internet's puppetmasters are weaving the web for the XXI century. And excuse me if that's not much...

We can't see what's going to happen beyond our nose, and in particular the decisions that are being made in a few weeks by who governs the infrastructures where the vital sap of the Web flows.

From the 3rd to the 4th of December 2012 Dubai will hold the World Conference on International Telecommunications (WCIT-12). This conference will review some fundamental aspects of the international rules on telecommunications: it is a global treaty that is valid for all parties that defines the principles that rule the way the telecommunication activities are managed, online included. The last time they have been renegotiated it was in Melbourne, Australia, in 1988. It's clear that, in the light of the evolutions of the network society, updating the international rules is necessary.

The game for the domain of the Web will be played. Inside it, as Luca Mainoldi states in the special notebook "Media as weapons", two vast arrays will meet, that defend different ideas on the principles that underly the liberty of the Web. On the one side the United States and some allies, that intend maintain the multi-stakeholders regime that today regulates the management of the Internet; on the other the different non-western forces, that intend to contrast the American strategy which is aimed to the full spectrum dominance media the affirmation of the principle of information security, imposing a multi-government control based on organizations linked to ONU such as the International Telecommunications Union.

Before asking ourselves what Italy's role in the world geopolitical chessboard of the government of the Web will be (and it would be an interesting question to ask to Mario Monti), it is necessary to describe the characteristics of the two arrays that will face eachother in December.

The principle of the full spectrum dominance is based on the principle that the USA forces and their allies must maintain the full simultaneous control of the five dimensions of strategis interest:

  • Earth
  • Sea
  • Air
  • Extra-atmospheric space
  • Cyberspace

The domain is maintained through the use of smart power, for example sustaining movements and dissidents that promote the principles of western democracy in countries where, during the last two years, riots and changes of regime are happening in a more or less bloody fashion: Iran, Tunisia, Egypt, Libya, Syria.

The use of web 2.0 platforms and of social media becomes strategic for the maintenance of the full spectrum dominance. Not everybody knows that the techniques used during the Arab Spring, that had the goal of using informatic technologies to bypass the control to Internet access by the dictatorial regimes, had already been experimented in Moldova in 2009. And some protagonists of the riots of 2011 had participated to special formation classes, promoted by the Department of State, the Open Society of Soros or the National Endowment for Democracy.

So the web 2.0 is integrated in the intelligence, psychological and military strategies, not only American, but of all NATO countries, Italy included.

In our country as well, in the military environments (but not only), the debate on the use of media (not only online) has been open for yeras, as a weapon system in the field of military operations. So, if on the one side the USA government, in a civilian field promotes the principles of Internet Freedom, on the other it also supports the development of the Cybercommand, in charge of conducting defensive and offensive actions in the digital operative theatres, through a huge surveillance machine of the world telecommunications based on the National Security Agency.

The vision of Full Spectrum Dominance is counteropposed by the vision supported mainly by the governments of Russia and China, that want to impose a management of the Web based on the principle of informatino security, establishing an international control on the Internet based on the capabilities of control and supervision of the ITU, which is an organ of the UN.

The main goal of information security is to affirm the principle that it is necessary to control the informations trasmitted via Internet that could mine the stability of certain regimes.

Coherently with this vision, Russia together with China, Uzbekistan and Tagikistan have presented at the UN General Assembly a behavior code for global safety of information. In practice, the rules on the public problems relative to the Internet must be among the most important worries of the States, and must not be delegated to supernational organisms such as Icann and IETF.

In December, the destiny of the Internet will probably will decided. And it will be a decision taken directly by that supersphere of power that has the power to physically decide whether to leave the Web free, mingling the information exchange or cutting directly the nodes the are considered dangerous for the strategic interests of one or more countries.

The question of those who live the Web every day should be: what is the role of Europe, and in particular of the Italian government, in relation to the Conference of Dubai in December? What are the values and the principles that will be brought to the attention of the Conference?

I believe that the role of Europe, today so absorbed in the resolution of the worst finantial and political crisis of Modern History, is limited to the management of three priorities on the web:

  • The fight on cyber-terrorism;
  • The fight on informatic crime;
  • The protection of copyright

It is necessary to be aware that in December, some important decisions will be made:

  • How to guarantee (or prevent) the democratic function of the Web;
  • How to establish limitations to the walls of its services imposed by great private players.

So let's keep our eyes open.

Prossimamente: Marco Zamperini @funkysurfer



Domani avremo il piacere di intervistare Marco Zamperini, Chief Innovation Officer di Value Team S.p.a., nonché esperto di nuovi media in ambito business.

Marco è nato a Milano nel 1963 e si è diplomato in Statistica presso l’Università Statale di Milano nel 1987.
Dal 1983 ha lavorato come consulente indipendente nell’ambito di importanti progetti di sviluppo software per grandi industrie italiane.
Nel 1990 è entrato in Etnoteam dove si è occupato di dirigere la realizzazione di soluzioni rivolte ai mercati della grande industria, della grande distribuzione organizzata, della logistica e degli operatori di telecomunicazioni che gli hanno consentito di maturare una grande esperienza di management nel campo della realizzazione di sistemi informativi di grandi dimensioni e complessità.

La grande competenza acquisita in ambito tecnologico, con particolare attenzione alle tecnologie Internet e a quelle delle basi di dati relazionali, hanno posto Marco Zamperini, tra il 1997 e il 1999, al centro dello sviluppo e del coordinamento dell’offerta di soluzioni applicative basate sulle tecnologie Internet di Etnoteam.

A gennaio 2000, nell’ambito di una radicale ristrutturazione organizzativa, Marco è stato nominato Chief Technology Officer per la Direzione Generale Telecomunicazioni e Media di Etnoteam.
Nel giugno 2001, dopo aver dato un determinante contributo all’apertura della filiale londinese di Etnoteam, è stato nominato Direttore delle attività di Ricerca e Sviluppo e Responsabile delle attività di Evangelizzazione Tecnologica. Dal gennaio 2004 si è occupato anche della definizione e della gestione delle alleanze del gruppo Etnoteam. Dal Dicembre 2005 al luglio 2007 è stato Direttore del Marketing e della Comunicazione, con una responsabilità che si estendeva a tutte le società del gruppo Etnoteam. Da luglio 2007 è stato nominato Chief Technology Officer della Etnoteam S.p.A.

Dopo l' acquisizione di Etnoteam S.p.A. da parte di Value Team S.p.A., Marco è stato nominato VP & CTO.

Avremo modo di parlare dell'utilizzo di nuovi media e tecnologie nelle aziende, dell'evoluzione del panorama imprenditoriale italiano e social media aziendali, giusto per citare alcuni temi.

Marco was born in Milan in 1963 and got a degree in Statistics at the Università Statale of Milan in 1987.
In 1983 he started working as an independent consultant in important software development projects for big Italian industries.
In 1990 he entered Etnoteam where he directed the realization of solutions for the markets of big industry, big organized distribution, logistics and telecommunication operators that allowed him to gain a great management experience in the field of the realization of big, complex informatic systems.

The great competence in the technological field, with a particular eye for Internet technologies and relational data base technologies have placed Marco, between 1997 and 1999 at the centre of the development and coordination of the applicative solutions offer based on Internet technologies of Etnoteam.

In January 2000, during a radical organizational renovation, Marco was nominated Chief Technology Officer for the General Direction of Telecommunications and Media of Etnoteam.
In June 2001, after giving a vital contribution to the opening of the London subsidiary of Etnoteam, he was named Director of the activities of Research and Development and Responsible for the activities of Technological Evangelization. In January 2004 he started dealing with the definition and management of the alliances of the Etnoteam group. From December 2005 to July 2007 he was Director of Marketing and Communication, with a responsability that extended to all companies of the Etnoteam group. In July 2007 he was named Chief Technology Officer of Etnoteam S.p.a.

After the acquisition of Etnoteam S.p.a. by Value Team S.p.a., Marco was named VP and CTO.

We'll have the chance to talk about the use of new media and technologies inside companies, the evolution of the Italian business scenario and internal social networks, just to name a few topics.
