Intervistato.com | Stefano Quintarelli @quinta



Abbiamo intervistato Stefano Quintarelli, uno dei pionieri nella introduzione di Internet in Italia e candidato alla Camera con la lista "Scelta civica con Monti".


In primo luogo abbiamo chiesto a Stefano se in Italia sia possibile fare seriamente open source, oppure se bisognerà sempre cedere davanti alle resistenze delle aziende: a suo avviso già ora si "fa open source" seriamente in Italia, la domanda è se effettivamente le imprese siano in grado di recepire le offerte. Come in molti altri casi, si tratta di un fatto culturale, e in Italia siamo indietro su tutte le questioni culturali che riguardano le tecnologie. Sarebbe interessante affidare alla RAI il ruolo di diffondere queste pratiche, come già anticipato da Mario Monti.

Inoltre abbiamo chiesto se sia giusto pagare il canone aggiuntivo che grava su privati e professionisti che utilizzano l'ADSL: storicamente la remunerazione della rete dell'operatore monopolista - ma non solo - era basata sul traffico voce. I prezzi prevedevano dunque che una parte del costo della linea dati venisse coperta dalla parte voce, motivo per cui si è resa necessaria una maggiorazione.

Stefano è d'accordo sul fatto che non si possa imporre a Telecom l'esproprio e lo scorporo della rete fisica, anche perché le leggi non lo consentono. Va fatto un percorso che riesca a far combaciare gli interessi di tutti gli operatori.

Per quanto riguarda l'alfabetizzazione digitale con l'uso di volontari, si tratta di un'operazione complessa: ci sono state delle buone pratiche in Veneto, che aiutano a superare il digital divide culturale, ma ci sono altre regioni in cui non ha funzionato. Intervenire dunque in modo diretto no, ma sicuramente sarebbe interessante stimolare il ruolo del "terzo settore" - in senso lato - che intervenga a supporto di questo genere di iniziative.

Spesso si parla del fatto che il divario digitale sia in realtà inferiore a quello percepito: questo avviene secondo Stefano perché i dati usati sono quelli sulla copertura dell'ADSL e della fibra ottica, ma ci sono tanti privati che forniscono copertura wireless che sfugge ai censimenti, e che operano perlopiù nelle zone che in teoria sarebbero digital divise.

Abbiamo chiesto a Stefano come mai abbia deciso di candidarsi: in verità non si è candidato, ma ha ricevuto un'offerta per la sua disponibilità. Non aveva precedentemente fatto alcun passo in questa direzione, e non era nemmeno tra i suoi piani per il futuro. Ha accettato perché c'era la possibilità di farlo in una situazione dove non c'era una connotazione politica precedente: che ci siano delle alleanze è una conseguenza diretta di questa legge elettorale.

Come ha spiegato anche il Presidente Monti, il meccanismo delle regole parlamentari  associato al prodotto della legge elettorale rende impossibile fare delle riforme quando i gruppi devono accontentare le ali estreme: in poche parole, il bipolarismo sta frenando la modernizzazione nel nostro paese.

First of all we asked Stefano whether it is possible to do open source for real in Italy, or whether it will always be necessary to give in to the resistance of companies: he believes that we already "do open source for real" in Italy, the question is whether companes are capable of receiving the offers. As in many other cases, it's about the cultural aspect, and in Italy we're far behind on all the cultural matters which regard new technologies. It would be interesting to give to RAI the task of spreading these practices, as Mario Monti has already anticipated.

As for the use of Twitter by mainstream journalists, Stefano thinks that it's just a trend, an imitation of what's being done in the US: some have understood the medium and make good use of it, others simply are carried along.

We asked Massimo how he explains the wave of Italian journalists on Twitter, considering these facts, and he interprets with as he did with blogs and mainstream newspapers in the past. It's basically a trend, and an overestimated one: who already has space on old media, only uses it as an additional tool that sometimes is used in the right way, others not.

We also talked about the integration of social media, traditional journalism and blogs, that in Massimo's opinion represent a single matter. Journalism has changed rapidly together with the growth of the web, which is way it is now crucial to integrate the traditional activity with the filter activity, and not just produce content, since there's so much of it out there.

There are many interesting people who write online and that don't have the journalist card, but that are in every way a resource: the information world becomes wider, not filtered by the journalistic system anymore, and therefore richer.

We asked Massimo what his media diet is and what his definition of journalism is, since he doesn't believe it belongs just to journalists anymore, but it belongs to anyone who wants to be a filter between the public opinion and the news.

We also talked about Eraclito and the evolution of corporate communication, especially about social media use for businesses, about the Cluetrain Manifesto and some predictions for the future of these tools.

10minuticon Arianna Bassoli @karmanet



Durante quest'intervista con Arianna Bassoli, startupper e interaction designer italiana, abbiamo parlato del suo background professionale, il percorso che l'ha portata al Ministero dell'Istruzione e la sua startup, Frestyl.


In primo luogo abbiamo chiesto ad Arianna come è arrivata a fare parte del team di giovani costituito dal Ministro Profumo: dopo aver visto il bando pubblicizzato su Facebook, ha scoperto che stavano cercando un dottorato proprio nell'area in cui l'aveva fatto lei, quindi dopo aver mandato il cv è stata contattata per un colloquio, occasione in cui ha capito anche quale sarebbe stato il ruolo che avrebbe ricoperto. Arianna ha studiato Scienze della Comunicazione a Siena, si è laureata in Comunicazione di Massa, con l'intento di intraprendere una carriera nell'ambito del giornalismo e della televisione. Nel tempo si è interessata sempre di più ai nuovi media e al web, e dopo aver finito l'università ha cominciato a lavorare in un centro di ricerca di Dublino, il MediaLab Europe, partner del MIT MediaLab, facendo interaction design. Lì ha cominciato a progettare interfacce mobile, che hanno a che fare con la musica. In seguito ha ottenuto il dottorato in Management of Information Systems alla London School of Economics[video]

Abbiamo naturalmente chiesto ad Arianna quali saranno i punti dell'agenda digitale che verranno presi in considerazione durante il Governo Monti. I temi sono tantissimi, e il team sta identificando le aree e i progetti a cui lavoreranno: quel che è certo è che avranno un ruolo di rilievo sul lato di progettazione interfacce, progetti tecnologici e integrazione a livello internazionale. [video]

Si parla di startup, social innovation, infrastrutture, open data: secondo Arianna il Governo dovrebbe sfruttare l'energia delle startup italiane e supportarle attraverso facilitazioni legate alle normative, ai progetti, ma soprattutto ideando un piano a lungo termine che permetta la creazione di nuove imprese e posti di lavoro.

Si tratta di un'occasione per puntare su un fenomeno emergente e trasformarlo in crescita, sia dal punto di vista sociale che economico. La diffusione della banda larga, ad esempio, porta punti di pil all'anno. L'agenda digitale prevederà infatti tra i punti più importanti l'ultimo miglio e la banda larga: c'è l'occasione, spinti dall'Unione Europea, di sviluppare sempre di più l'accesso alle nuove tecnologie. [video]

Abbiamo chiesto ad Arianna quali sarebbero gli obiettivi più importanti da raggiungere nei prossimi 6 - 12 mesi. A suo avviso ci sono già tante iniziative che devono essere sbloccate, specialmente quelle che hanno a che fare con l'egovernment, e soprattutto a livello di comunicazione ci sarebbe tanto lavoro da fare. Un altro aspetto importante sarebbe contribuire a migliorare l'immagine dell'Italia all'estero, enfatizzando quegli aspetti positivi che al momento non sono adeguatamente pubblicizzati. [video]

Molte iniziative faticano a partire per problemi burocratici, e c'è da considerare l'aspetto di cambiamento della legislazione e i relativi tempi tecnici necessari per implementare tali cambiamenti. La semplificazione dei processi è fondamentale per facilitare l'apertura e la crescita delle startup e delle aziende. Al momento inoltre è assente un supporto governativo che sia in grado di informare e indirizzare correttamente coloro che vogliono intraprendere questa strada dal punto di vista pratico. [video]

10 minutes with Arianna Bassoli

During this interview with Arianna Bassoli, Italian startupper and interaction designer, we've talked about her professional background, the path that led her to the Ministry of Instruction and about her startup, Frestyl.

First of all we asked Arianna how she got to be part of the team of young people constituted by the Minister Profumo: after seeing the notice on Facebook, she discovered that they were looking for a doctorate in the same field she had done hers, so after sending her CV she was contacted for an interview, where she also understood what role she was going to cover. [video]

Arianna studied Communication Sciences in Siena, she graduated in Mass Communication with the intent of starting a carreer in the fields of journalism and television. In time she got more and more interested in new media and the web, and after university she started working in a research center in Dublin, the MediaLab Europe, partner of the MIT MediaLab, working on interaction design. There she started projecting mobile interfaces, which have to do with music. Afterwards she got a doctorate in Management of Information Systems at the London School of Economics[video]

We asked Aranna what will the main points of the digital agenda be, especially during the Monti government. The themes are numerous, and the team is identifying the areas and the projects on which they will be working: what's certain is that they will have an important role in the realization of interfaces, technological projects and international integration. [video]

There has been a lot of talking about startups, social innovation, infrastructures, open data: in Arianna's opinion the Government should exploit the energy of Italian startups and support them with facilitations when it comes to bureaucracy, projects, but most of all creating a long term plan that will allow the creation of new businesses and jobs.

It's a great opportunity to gamble on a growing phenomenon and transform it in growth, both from the social and the economical point of view. The diffusion of broadband, for example, brings points of GDP a year. The digital agenda will include, among its most important points, broadband and the last mile: it is the opportunity to develop access to new technologies, supported by the European Union. [video]

We asked Arianna what the most important goals would be, at least for the next 6 - 12 months. In her opinion there are already a lot of initiatives that should be unlocked, especially those that have to do with e-government, and the communication should be greatly improved. Another important aspect would be contributing to make Italy's reputation better, emphasizing those positive aspects that at the moment aren't adequately publicized. [video]

Many initiatives have rough starts because of bureaucratic problems, and there's also the law changes and the related technical timing to implement those changes to consider. Simplifying processes is fundamental to make opening and making startups and businesses growth easier. Moreover, at the moment there is no government support that is capable of giving correct information and instructions to those who want to go on this path, from a practical point of view. [video]
