10minuticon Elena Giuliani

Buona visione!

10minuteswith Elena Giuliani

A few days ago we talked with Elena Giuliani, with whom we have gone over the facts of Genua 2001 and the death of her brother, Carlo. Here is the interview.

First of all we asked Elena how she found the documentary film The Summit, whose director we interviewed a few weeks ago. She believes it's good work: perhaps after 12 years we could expect something more, a bit more courage on certain details, but all in all it's a good product because it allows people to continue talking about what happened and also inform those who for various reasons don't know anything about it.

We obviously asked Elena what her vision on the motivations behind the violent riots happened 12 years ago actually were: she is convinced that the No Global movement that protested in Genua somehow was frightening, and genearted a repressive will towards the movement itself. It said things that were too important and it addressed too many very different people, which is why it had to be put down and silenced, divided and repressed. There was a political design which was carried along by the police, which has done its job with incredible brutality and violence.

Some of these riots have been condemned in the verdicts of the various trials: the verdict for the trial against the 25 protesters has evidenced that the charges of the police in Via Tolemaide were injustified and brutal, and caused the defense reaction of the protesters. According to the verdict in Cassazione for Diaz, the operation has caused the degradation of Italy's honor in the world. Finally there was an instrumental use of groups that were infiltrated and had the job of devastating material goods, with the goal of making the media focus only on the violence of those who protested.

Elena told us what her vision regarding the death of her brother: the versions are two. One is the official one, based on which the case was archived, and according to which it was legitimate defense and legitimate use of weapons. The other is the Giuliani family's one, according to which the gun wasn't shot in the air, but aimed directly at Carlo, as it was confirmed by the medic who did the autopsy. Carlo was hit by a gun and then driven over twice by the driver of the Defender who panicked and didn't even look back. As he was surrounded by the police, someone must have hit him with a rock on his head, as he was still alive. The medics' attempt to save him were useless, in spite of the fact that there was still a pulse when they arrived.

We asked if events as those in Genua 2001 might happen again and what is necessary to do in order to prevent them from happening: according to Elena they are already happening, they have and they always will. In Val Susa protesters are regularly attacked by police and court rooms, and the same thing is true for the students' manifestations around the country.

In order to avoid that these things happen again, two things are necessary: first of all shed light on what happened in Genua, make a trial for Carlo's homicide and a trial to the political directions; secondly punish the violent and incontrollable elements of the police. It is true that there are people who do their job honestly and well, but way too seldom do we hear protests against colleagues, and often covered by anonimity. But again, we are in the country where the police union protests in favor of 4 recognized and condemned killers.

We asked how Carlo would protest today, what kind of world he would have wanted, so I invite you to view the full interview, which is much richer than my brief synthesis.

Enjoy!

Giovanardi in materia (ne avevo parlato qui).

Italy of the not so human rights (yet)

Elections time and time for true requests to the candidates. Amnesty Italia has collected 10 of tghem on a topic that in our country only with great difficulty can find space in the political agenda and it is always too rethorical in the civil society: human rights.

That of Italy and human rights is a story that has seen many issues during the last few years. From immigration to gender discrimination, to prisons, the chronicals are full, unfortunately, of facts that leave us all quite perplexed and worried about the current situation of the country in the matter of rights.

The most recent one is Pannella's battle for prisons, a dirty stain on a not truly brilliant marks page. But we're in the country of Bossi-Fini, the Northern League banners with the Indian reservations, the hunt to the immigrant from the East, constantly drawn by the media as a rapist and a murderer.

To this add the gender violence that goes from stalking to economical and psychological constraint, very often inside a relationship, from harassment to sexual abuse, that bring along the tragedy of femicide, that during the last year has seen record numbers in our country, a topic that I had tackled on these pages a while ago. Everyone should also read the Report on Italy by the special reporter for the UN, Rashida Manjoo, about gender violence published on the website of Amnesty Italia and the Istat report 2006 on the violence against women to get an idea of the numbers and the social alarm they put in light.

No wonder if, and this is fresh news, our country in the matter of rights is last, after Russia and Turkey, as the Report of the European Court for Human Rights in 2012 enhances.

What are country needs are reforms, from the prison system to the judiciary system. On the 8th of January the news broke that Italy has been condemned yet again by the EU for the never resolved problem of crowded prisons. But it's not the only note of blame. The EU had already recalled Italy an year ago, on the topic of immigration, because of the refusal to accept the immigrants from Lybia, thus going against refugees rights. (see the judgment of the case Hirsi)

Furthermore there is a verdict about the fellony of illegal migration, a gift from the Berlusconi governments and his laws about immigration, emitted b the Justice Court of EU: the fellony of the foreigner that is expelled or rejected, and who disobeys the order to leave the national territory violates the EU directive about repatriation and should not be applied.

To these problems, as I said in the beginning, you must add homophobia, transphobia and the lack of rights for LGBTI people, more and more pressed in Italy, whose norms and sanctions against discrimination are very far behind. In this elections campaign we've seen a few topics enter the debate, civil unions and gay marriage. But what's truly missing is a true sensitivity and seriousness of the tones of the debate regarding diversity, starting from istitutions, whether they're laicist or religious, who always concentrate on the finger without even looking at the main problem. Just look at the last political or religious declarations, or the now sadly famous statements of On. Giovanardi about the matter.

In these ten points Amnesty also puts the request for the introduction of the fellony of torture and the transparency of law enforcement. This point recalls the facts of the Genova G8, where a large part of the responsibles have remained unpunished in spite of the serious violations, facts that are yet again on the table of the European Court for human rights after the verdict. To these, I'd say, we should also add the right to vote for the children of immigrants of second generation, born on Italian territory.

Amnesty Italia has summed up these points in a website with the questions and details and sent everything to the main candidates or party leaders, lists or political movements running for the next political elections in February 2013, inviting them to answer to these crucial points in order to make Italy a modern state, and not the last arrived when it comes to rights. We'll see what they're going to answer.

But beyond the political answer, it is necessary to open a reflexion and a wide debate in the civil society. We must not wait for politics to make the first step. A drive from below is necessary and urgent, from the voter who has the power to make pressure and demand answers and facts from his representatives. We do need to sign the petition on the aforementioned website, but it's not enough to do some click activism.

It is vital to keep a constant monitoring on the topic of human rights that aren't just those of immigrants, gays and convicts, but ours, all of us. And the sooner we'll understand that, the better.

Canterini, the Diaz and those missing "Who"

After the verdicts have been emitted on the facts of that July 2001 in Genua, after the cinema has tried to tell those moments, after the discussions, after 11 years even the ex Commander of the First Mobile Division of the Rome Police, Vincenzo Canterini, has started to talk publicly.

Actually he started talking after writing a book that now he is obviously promoting. He did so a few days ago, interviewed by Corradino Mineo on Rainews24 (in the video below). In Canterini's book called "Diaz", even Internazionale published an articled by Michael Braun, and Il Post as well.

If you hear his version of the facts, Canterini always seems to want to redimension his role and that of his men, implying that that night at the Diaz there were other non identified people who perpetrated the massacre. Braun in his article says that  Canterini also cites a group, the G.O.S. (Group for Special Operations of the State Police, not to be confused with the Operative Safety Group that operates inside soccer stadiums), of which unfortunately official references are absent online.

The words of the ex commander tend to draw a picture in which the real question is in that chain of command that was missing. At least apparently, and as the witnesses say (more or less clearly, but that can be defined), of those who irrupted into the Diaz. In every single page written about those facts, these last 11 years, at some point you find the inevitable "chaos that made it impossible to understand who was there, who gave orders, who organized". So in the usual Italian script that repeats itself every time you talk about massacres, the same old question that always remains without an answer is "who"?

Fact is that, regardless of the book, the half truths and everything, Canterini has been condemned "for the attempt to hide the violences perpetrated against the people
hosted by the school, the Corte di Cassazione has recently confirmed the condemnation towards some of the most important police directors, among which Canterini".

About one thing he does tell the truth, and the evidence is in front of every one, even the judges: that night they weren't the only ones at the Diaz, and in that "police fruitsalad", as he called it, where it wasn't clear what the comand chain was, there are still a lot of "who" missing. It is true that the condemned don't represent the totality of the polices forces in that action, and if it is true, as Canterini said, that in that school there were other nuclei of the police, but that haven't been identified.

Canterini has been recognized as guilty in the verdict of contributing, as other functionaries, of the attempt of diverting the inquiries in the attempt of obtaining impunity for him and others. Part of those "who", some might think. Some time ago, in a post named "Political responsibilities", I asked the question: and the political responsibles? Those that haven't appeared, nominated or even just mentioned briefly during the trial, even they had some kind of responsibility, in a direct or indirect way, for negligence, knowledge, or orders. But today there is no such thing, and everything just looks like a trained dog that all of the sudden attacks without no order.

Here is a video that collects images and conversations among the police forces, in which the confusion is well evident. This post doesn't want to be conspirational: it only is meant as a reflexion in which, stimulated by other articles, I try to ask some questions, without pretending that the answer is the one I want it to be, but hoping that anyway one will arrive.

But for now, as Braun writes at the end of his article "there have been no reactions to the Diaz book. No reactions from the policemen mentioned by Canterini, no reactions from politicians, no reactions from media. The picture that Canterini drew, of a police that operated in complete illegacy, should cause more worries for the health of a democracy in which similar things are possible. But until now the only answer has been a deafening silence."

O forse semplicemente molto meno, in maniera diversa.

The refound courage of Italian cinema

For many years the Italian cinema has remained blocked in a limbo made of vulgar commedies and melodramas of copy paste. Then something happened. Slowly, maybe, the country has changed and with it the way to tell its story.

There was a moment when Italian cinema was fossilized telling love stories, dramas or family melodramas. Even Tarantino, who cannot be considered a critic of the seventh Italian art in a not very delicate manner had said:

"The new Italian movies are depressing. The movies I've seen in the last three years seem all the same, they don't anything but talk about : growing boy, growing girl, couple in crisis, parents, vacations of mentally impaired. What happened? I loved the Italian cinema of the 60s and 70s, and some movies of the 80s, and now I feel it's all finished. A real tragedy."

And I agreed. And yet, there was an abundance of stories to tell. Stories of a country that wasn't, and isn't, only broken love stories and commedies. There was an Italy that was and still is rotting, chained to its antique beliefs, there was a dark Italy that had lost the way and was trying to find it again with blackjack strikes and political shortcuts. There was a country that wasn't too far away from the one told by Rosi, Petri or Damiani, only that it wasn't told anymore. Or simply much less, in a different manner. More opaque. Every now and then Moretti, Bellocchio resisted, but not much more. In the last few years something seems to have changed, as if a veil had suddenly been removed, opening the eyes again. Maybe we're still far away, but that's the road.

And so old masters and new forces have started telling that face of the country made of shadows. Garrone has taken us into the Scampia of the Camorra putting on screen Saviano's Gomorra, Sorrentino has told a political phase of the country through the life of Andreotti with "Il Divo", Vendemmiati documented the Aldrovandi case with "A boy was dead", Sollima tried to go into the psychological paths and not only of the police with "A.C.A.B.", Vicari took us inside the "Diaz", Crialese and Lombardi have tried, in their own way, to talk about immigrants with "Terraferma" and "Là bas". Before that Moretti had transfigured the Berlusconian Italy with "Il Caimano" and Bellocchio with his "Good day, Night" has told his version of the Moro case and now he tells the contradictions of a country that always promises to look forward but always does so by looking back, like some sort of curse. He does so with a delicate topic as the end of life, with a movie "Sleeping beauty", that carries inside it a story and a name that are symbols of that battle: Eluana Englaro. These are only a few examples, but fortunately we could list many more.

It's a cinema that open eyes again, that puts aside some fears and psychological slaveries, that tries to rise in spite of the continuous cuts to the budget of showbusiness. A cinema that tries again to move the viewer's conscience by putting him in front of the photography of a country that has too long been denied to us. But it is also a cinema that can, and it has proved it, to be commercialy competitive without compromising with easy commedies and betting on the intelligence of the public, which has been too much insulted until today.

Political responsibilities

In Italy at the end of a judiciary process we always arrive with something important missing, sometimes the "committents", other times the political responsibles. Those that at the top of everything decide that's the way things will have to go, or that should make sure that those things don't happen (because their role says so), and the pawns then execute.

We have examples, quite different amongst each other, based on responsibility, but the formula is always pretty much the same. During the last few weeks the two Cassazione sentences have been emitted for the facts of the Genua G8, one the one side the first that should have evaluated the responsabilities of the police, on the other side the one that decided on those that during the fights were on the other side, the 10 protesters (that weren't just 10, but 10 apparently was ok with everybody).

It went the way it went, and that's it. On the facts of Diaz and Bolazaneto we've seen the material agents accused and condemned for what has been defined a Mexican butchery (even though the crime has been prescribed), we've seen the heads at the comand condemned, but, there's a but, in everything that happened, there was a political representance at the government at that time, a representance that should have had some responsabilities, at least institutional.

Those that should have monitored in order to prevent what happened. Those gentlemen should have answered for those facts, because that what their role means: answer. The same question was asked by Ridet on Le Monde and Braun on Die Tageszeitung during the last few days. But during all the iter these figures have rapidly slipped out of the cone of lighe that should have underlined their responsibilities, at least political.

Reading it this way, all the story, it seems that at a certain point in time, in a particular situation like an international meeting, the police have capesized their role which should be in the government's suborder. Now, reading it this way there would be something to understand, something more tragic and darker than it probably is, but that without a precise will to shed light on political responsibilities leaves everything, as always, painted grey instead of black and white.
